Although Bardibas Medical College has been widely discussed at the political level, the operation and construction process has not progressed. When trying to establish One Maser Medical College, there was a problem in getting land right from the beginning.

Without obtaining land to establish a medical college, political party leaders are not lagging behind to take the initiative of establishing and operating the college . For that reason, there is a lot of speculation. However, no concrete work has been done in practice. College land acquisition and DPR have not been approved . But about 80 million budget has been spent on management . Locals are suspicious that the college will operate without DPR approval and land acquisition for seven years. 

The employees of the project office set up for the operation of the medical college have neither been able to do any work, nor are they free . Employees are busy asking for, bringing and spending the budget . Every day, the employees spend their days coming to the office and complaining to the leaders of the Ministry, Division One and the party. 

The project office set up for running the medical college has recently become jobless due to the political tussle, the hodgepodge of those who brought the medical college, and the political party's own stand to run the college. The employees of the project office serve tea and lunch to the party leaders and spend the day following them.

Even though there is no concrete work of the medical college, more than 5 million is being spent annually on staff, office, and transportation . The project office has spent 46 million in DPR. Director of the project Devi Prasad Subedi said that since the Ministry did not approve the DPR, no work could go ahead and there was only one million budget allocated for capital in the current financial year.

Due to the lack of DPR approval, the land agreement has not been signed. The acquisition of land will be finalized only after the land agreement from the Forest and Land Conservation Department and permission from the Divisional Forest Office. 

The government of Nepal, the Council of Ministers has decided to use 54.584 hectares of land in district forest located in Bardibas Municipality-4 for the construction of Bardibas Medical College. The future of Bardibas Medical College, which has been prepared to be established in the forest area along the East-West Highway in Mahottari, has been confused due to political interests. 

In the directive order of the Supreme Court of 2080 June 29, when using the forest land, it has been ordered that arrangements should be made to plant new plants before cutting the existing trees. According to the order of the Supreme Court, more than 19 thousand 670 saplings were planted instead of 1 thousand 967 saplings, less than 2 months later, more than half of them were washed away by the flood .

In order to implement the Supreme Court's order that trees should be planted before taking the forest land, the project office did not study the risks and the tree plantation done in June 2081 in the river valley near Tuteshwar in Bardibas municipality was swept away by the river. The project office said that more than half of the 19,000 trees that were planted with a budget of 2 million, including 1 million in Mahottari and 1 million in Bardibas municipality, were washed away by the river. 

In the first phase, the cost of constructing a medical college with a 600-bed hospital is estimated at around 10 billion, Director Subedi said, '25 percent of the cost estimate is required for multi-year contract approval, and around 2.5 billion is required for multi-year contract approval. Because of this, we have requested the Ministry of Finance to allocate that amount and ensure the resources.' After making the master plan of the medical college and submitting the DPR to the ministry, the project office has not been able to work successfully since 2078. "Due to not going through the multi-year contract approval process, construction of administrative buildings, river training works, compound walls, etc. have not progressed," he said.

Prakash Pokharel, the leader of CPN Maoist Center, claimed that the work of the medical college could not progress due to the state's development system being an obstacle. "It's been 3 years since the DPR was submitted to the ministry," said Pokhrel, "no process has progressed since the DPR was not approved." We have put pressure on the leadership level to approve the DPR and for the budget,' he said She said that the work of Bardibas Medical College was confused when the minister changed. Thapa said that the director of the project office established to run the college, Subedi, was close to Maoists and did not want to coordinate and do any work when there was a government and minister of another party. Thapa said that since the work of the medical college was started when the education minister was Maoist, the intention of the employees to work again when the education minister was Maoist and the changed government did not give priority to the good work of the past, the problem is getting worse. MP Thapa alleged that Bardibas Medical College's office, staff and initiatives are being supported by Maoists.
