26 contracts worth 2.66 billion rupees for various roads and bridges awarded by the Road Division Office in Saptari district have been stalled Even though the deadline set for the agreement has been completed, the physical progress of some of them is not even one percent.
According to Road Division Office Lahan, from the financial year 2066/67 to 080/81, 13 bridges and 13 roads worth 2 billion 66 million 24 lakh 5 thousand 28 paisa went to the implementation phase. Out of these 26 schemes, Shah Engineering Pvt Ltd has got the most contracts.
The road division signed an agreement with Amar/Sivako/Pushpanjali JV for 106 million 65 thousand for the construction of a bridge on the Khando Khola located in Shambhunath municipality-2 on 8th December 2079. According to the agreement, the scheme was to expire on February 8, 2080. But even after a year of expiry, the scheme is still insufficient, Physical progress is only 1 percent .
Hanumannagar Kankalini Municipality-1 from Bhaluwa Koshi Dam to Paschim Mahendra Highway-Hanuman Mandir-Portaha-Arji-Trikaul-Mainakredi via Lohjara, Ghaunki Chowk-Panitanki road was signed with Sah/Diwa JV on 19th June 2079. This road, which was contracted for 149,470,000, was supposed to be built on June 18, 2081. After not working, the deadline has been extended once and pushed to June 18, 2082 . But physical progress is seen only about 10 percent .
The contract agreement for the Babara River Bridge located in Shambhunath Municipality-9 was signed with Diva/Sah Engineering JV on 26th December 2077 . According to the contract agreement for 5 crore 96 lakh 68 thousand, the work should have been completed on Chait 26, 2079, but its work has not been completed . Although the deadline has been extended twice until 2081 Chait 28, the physical progress of this bridge is only 54.86 percent.
Road Division Office Lahan signed an agreement with Prakash/Ashray JV on Ghodah river bridge under Sakhra-Fakira road section. Surprisingly, even after extending the deadline 6 times, the work has not been completed . An agreement was made for 1 crore 91 lakh 92 thousand to be completed by January 5, 2067. The deadline was extended up to 6 times and the period was extended to Chait 2079. Even after two years of the deadline, the physical progress is stuck at 98 percent.
An agreement was signed with Pushpanjali/Jalpa/Jimba JV for the construction of Bhavara river bridge at Shambhunath-9 on 8th December 2077 . Although the construction was supposed to be completed on 7th Baisakh, 2080, the construction could not be completed. The physical progress of this plan is only 83.72 percent.
An agreement was signed with Raman/ISNB JV Janakpur for the construction of Deodhar Bridge in Shambhunath-11 for 65.7 million 82 thousand. According to the agreement signed on July 8, 2076, this bridge should be completed by July 3, 2078. But the deadline was extended twice until 23 January 2079 . Even after that date, the progress is only 85 percent.
An agreement was signed with Sah/Diwa JV on 19th June 2079 for the construction of the road from Bhardah to Mahdeva Rural Municipality-4 through Dadha and Bathnaha to Ward No. 1 Milan Chowk (Pakri). According to the contract, this road to be built at 144.42 million 69 thousand should have been completed within June 18, 2081. The last date has been fixed till June 18, 2082 by extending the deadline once. But the physical progress is only 24.17 percent .
The contract for construction of the road through Kaliapur-Phulbadia-Banaula-Banauli to Kabilasa-Hariraha Kusaha Customs was won by Sah/Diva JV for 133.3348 thousand. According to the agreement signed on June 19, 2079, this road should be completed on June 18, 2081. Even though the deadline was extended to June 18, 2082, the physical progress is only 28.78 percent. 
Another road stuck by Sah/Diva JV is the upgradation of Rupni-Rajviraj road . According to the agreement signed on June 19, 2079, this road should be completed on June 18, 2080. This contract of 10 crore 6 lakh 71 thousand has not been extended. Physical progress is limited to 21.73 percent.
Rupni-Rajviraj road upgradation section has also been taken by Sah Engineering Pvt Ltd. This road, which was contracted for 25 million 69 million 90 thousand, was also supposed to be completed on June 30, 2081. But the work could not be done within the stipulated time. Once the deadline has been extended to June 15, 2082. Physical progress is only 30 percent.
Chaudhary Nirman Seva Janakpur has taken the contract for the third section of the same road upgrade for 2 crore 56 lakh 81 thousand . According to the agreement made on October 10, 2080, this section, which should be constructed by June 30, 2081, could not be completed within the specified time, so the deadline was extended to November 29, 2081. Even though three months have passed, the physical progress is only 44.34 percent.
Similarly, the contract of the fourth section was taken by Dharma-Samjhana JV on October 7, 2080 for 80 million 14 lakh 74 thousand . The work of this road, which should be completed by 30th June 2081, is only 14 ten and 40 percent.
For the construction of the Rajviraj-Chinnamasta road connecting the famous Shaktipeeth Chinnamasta with Bhagwati, on 23rd June 2079, Sah Engineering took the contract for 25 crores 88 lakhs 2 thousand . Due to the digging of the road, it became possible to go to Chinnamasta Bhagwati Temple. People's representatives under the leadership of Chinnamasta Rural Municipality Chairman Vidyanand Choudhary sat on a dharna at the Road Division Office in Lahan along with the road dialogue program.
President Chowdhury requested from the Director General of the Road Department to the Prime Minister KP Sharma Oli to make this road construction within the stipulated time . But it didn't work in time . The last time has been given till June 15, 2082 with one extension. With only about three months remaining, the physical progress is only 27 percent.
Shah Engineering Construction Pvt Ltd has blocked another road, Rajviraj-Hanumannagar-Bhardah road . The local residents blocked the road several times in Jhalhi, Topa and Mansapur for the construction of this road, which became impassable due to potholes. The road division and the contractor repeatedly agreed with the locals and cleared the obstruction. But the road is the same. According to the agreement signed on June 23, 2079, this road was to be completed by June 30, 2080 at a cost of 25 million 71 lakhs 46 thousand. But it could not be completed on time. Once the deadline has been extended till 30 Baisakh 2082 . So far, the physical progress is only 16.20 percent.
Gauri Parvati/K & KG/Ramita JV has taken the contract for the construction of road from Kadamaha Chowk to Pramanpur Perteva via Dakshina Chakdah on 27 crore 8 lakh 16 thousand on 18th November 2079 . The physical progress of this road, which should be completed on November 17, 2081, is only 34.88 percent.
Pappu/Mrit Sanjeevani JV took the contract for 6 crore 13 lakh 54 thousand to build Mahuli Ghadankhola bridge near Tilathi on Rajviraj-Kunauli road on 31st June 2071. According to the initial agreement, the complete construction of this bridge was to be completed by June 30, 2073. After no work, the deadline was extended four times until October 29, 2079, but its physical progress is limited to 93 percent.
The bridge of Dudhaila River located in Rupni Rural Municipality-6, which has been under construction since 077, is also incomplete . According to Road Division Office Lahan, Amar/Sivako/Pushpanjali JV took the contract for 9 crore 75 lakh 98 thousand on 8th January 2077. It should be completed on January 8, 2080, and the deadline was extended once until June 30, 2081. Even though it has been more than a year since that period, the construction has not been completed . Its physical progress is only 92 percent .
Similarly, Mutni river bridge between Fukha-Bardahi, Bhaluvahi bridge at Lalapati-1 Bhutanpokhri, Bhaluvahi bridge at Bisaharia-1, road connecting Kankata-9 and Belha-5, Ghoddah Khola bridge from Rajviraj-Chinnamasta to Belha-6 and Belha-5 connecting road, Amsita Khola bridge at Hariharpur were also completed on time and within the extended deadline. Mahuli Khola bridge under Baramzhia-Kunauli road west of Baramzhia, Dudhaila Khola bridge in Nayabasti in Rupni-6 and Khirkhoka river bridge from Katti section of Rajviraj Chinnamasta road section to Belha West have not been constructed within the stipulated time.
Abhishek Karna, the head of the road division office in Lahan, says that the contractor company has been told to complete the work within the specified time, but they are forced to do so. The condition of roads and bridges is visible when the plans of more than 2 billion 66 crores are stalled from only one road division in the district . For a long time, when such physical structures are lying, the common people are suffering.
