Thaha Municipality of Makawanpur has adopted a policy to operate drinking water and sanitation services through a single-door system. The policy and program presented by the municipality at the 20th municipal convention for the upcoming fiscal year 2083/084 has mentioned this.
For this, a policy has been taken to operate drinking water and sanitation activities through the Thaha Drinking Water and Sanitation Management Board under the municipality. The policy and program presented by Mayor Bishnu Bahadur Bista in the assembly was unanimously passed.
As per the passed policy, the board has been put forward for safe drinking water. Thaha Municipality has adopted a policy to operate drinking water services in the municipal area, implement plans, register, renew, monitor and regulate drinking water committees through the board. The policy states that the expansion of quality drinking water services will be gradually upgraded by making the drinking water infrastructure safe, reliable, sustainable and environmentally friendly.
The municipality has continued the 'one house, one tap' policy with meters, taking drinking water services as the responsibility of the municipality. Thaha Municipality is also going to continue the work of associating consumer committees with the Water Supply Board to bring uniformity in the protection, operation, maintenance and collection of fees of water supply projects.
While carrying out water supply, road, sewage management and other works, one work will be done in a way that does not affect the other. If such work is affected, the municipality has a policy of arranging maintenance from the affected side. The municipality has stated that it will search for development partners to promote water supply, sanitation and hygiene and protect sources.
The municipality has a policy of starting the work of updating the Nwash software to digitize all water supply and sanitation plans. The municipality has a policy of continuing the arrangement of financial transactions including payment of fees through the online system, and taking initiatives for the preparation of a business plan for the Water Supply and Sanitation Management Board.
Thaha Municipality has a policy of collaborating for the implementation of co-invested water supply projects, establishing a maintenance fund, continuing water supply testing work to ensure quality water supply, and establishing its own water supply testing laboratory in collaboration with government and non-government partners in the coming fiscal year.
Thaha Water Supply and Sanitation Management Board located in Thaha Municipality is the first board in the district under the local level after the implementation of federalism. The municipality has been allocating a budget annually for the operation and management of water supply and sanitation. The board has been carrying out the management work of water supply services in collaboration with the community and the municipality. The municipality has also allocated a budget of 3 million rupees to the board for the upcoming fiscal year.

Thaha Municipality has presented an estimated budget of 909.744 million rupees for various programs and development for the upcoming fiscal year 2083/084. It is estimated that a total of 558.491 million rupees will be received, including equalization grant of 124.3 million rupees from the federal government, supplementary grant of 10.3 million rupees, conditional grant of 312.28 million rupees, revenue sharing of 111 million rupees, and 150 million rupees from the seventy-two.
Similarly, it is estimated that the equalization grant received from the provincial government will be Rs 12.17 crore, supplementary grant Rs 24 crore, special grant Rs 70 lakh, conditional grant Rs 26.62 crore and revenue sharing Rs 57.41 crore, totaling Rs 126.252 crore. The remaining amount will be managed from the municipality's internal revenue and other sources, said Mayor Bishnu Bahadur Bista.
He said that the budget for the upcoming fiscal year has given special priority to increasing agricultural production, construction of local roads and infrastructure, drinking water, strengthening the education and health sectors, youth and sports development, women and social inclusion, environmental protection and tourism promotion.
