The Bagmati Province Government has carried out a comprehensive restructuring of the structure of ministries and subordinate offices with the aim of reducing administrative expenses and making service delivery more effective.
The meeting of the Council of Ministers held on Thursday decided to limit the administrative structure of the province to 8 ministries and 191 offices, effective from 1st July. The province government, which had previously reduced the number of ministries from 14 to 8, has now reduced the number of offices from 201 to 191.
According to the provincial government spokesperson and Minister for Economic Affairs and Planning Prabhat Tamang, the restructuring was carried out based on the recommendations of the Organization and Management Survey Committee. The government has decided to remove duplicate and temporary offices, merge similar offices and establish some new structures as needed. This is expected to significantly reduce the expenses on house rent, vehicles, fuel and employee management.
The provincial government estimates that this restructuring will save about 5 billion rupees in annual running expenses. The government is confident that the saved money can be spent on development and people-oriented programs.
According to the new structure, the province will now have the Office of the Chief Minister and Council of Ministers, the Ministry of Internal Affairs, Law and Cooperatives, the Ministry of Economic Affairs and Planning, the Ministry of Drinking Water, Energy and Irrigation, the Ministry of Physical Infrastructure Development, the Ministry of Agriculture, Livestock, Forest and Environment, the Ministry of Health and Social Development, and the Ministry of Industry, Tourism, Labor and Transport.
In the office structure, there will be a maximum of 60 offices under the Ministry of Agriculture, Livestock, Forest and Environment, while 53 offices have been arranged under the Ministry of Health and Social Development.
There will be 27 offices under the Ministry of Industry, Tourism, Labor and Transport and 20 offices under the Ministry of Drinking Water, Energy and Irrigation. Similarly, the Directorate of Industry, Commerce and Consumer Welfare has been abolished, while the Transport Infrastructure Directorate has been renamed as the 'Infrastructure Development Directorate'.
