The province's Ministry of Economic Affairs and Planning has set a budget ceiling (limit) of Rs 49 billion for the upcoming year and has written to the ministries to select plans. The government, which brought a budget of Rs 67 billion in the current fiscal year, is preparing to reduce the size in the upcoming fiscal year.
Although the ministry has a provision in the project selection guidelines that the budget ceiling should be received in the first week of Chaitra, the ceiling was distributed in the first week of Jestha due to various technical reasons. According to Minister for Economic Affairs and Planning Prabhat Tamang, the government has sent the ceiling to all the ministries last week. He said that the first phase of the ceiling is less than last year.
Although the government has decided to reduce the number of ministries from 14 to 8 from next Shrawan, the budget ceiling has been distributed to all the 14 existing ministries. Minister for Economic Affairs and Planning Tamang said that the budget limit has been sent to the previous ministry to merge those programs according to the new structure since Shrawan. He said that the ceiling has been distributed to merge the budget and programs during the budget implementation from Shrawan.
The provincial government had decided to establish 8 ministries in April. As per the decision, the Chief Minister's Office and Council of Ministers, Internal Revenue, Law and Cooperatives, Economic Affairs and Planning, Physical Infrastructure Development, Water Supply, Energy and Irrigation, Industry, Tourism and Transport, Health and Social Affairs, Agriculture, Forestry and Livestock Development will remain functional in the province. Accordingly, the government plans to merge the budget programs and move forward with implementation.
The government has also prepared to restructure the offices under the province. The provincial government is currently preparing to introduce budget programs by giving ceilings to all offices and merging them later. An employee of the Ministry of Economic Affairs said that the budget has been allocated according to the old structure for administrative convenience, employee management and continuity of ongoing plans. According to the budget ceiling distributed by the Ministry of Finance, the Ministry of Physical Infrastructure Development has occupied the largest share. According to an employee of the ministry, the Ministry of Physical Infrastructure has been given a ceiling of Rs 9.64 billion due to large projects such as road, bridge and building construction. The Ministry of Drinking Water, Energy and Irrigation has received Rs 4.45 billion in the second place. The lowest budget ceiling of only Rs 120 million has been set for the Ministry of Cooperatives and Poverty Alleviation.
Minister for Economic Affairs and Planning Tamang said that the government is preparing to cut current expenditure in the budget for the upcoming fiscal year. According to Minister Tamang, although the initial budget estimate is currently around Rs 50 billion, he said that the budget could be increased by a few billion depending on the expenditure and resource situation until the last week of Ashar.
