The Bagmati Province government is going to prioritize good governance and productivity growth in the budget for the fiscal year 2083/84.

The policy and program presented in the House prioritizes employment creation, infrastructure development, agricultural modernization, digital service expansion, and social justice.

The policy and program presented by Province Chief Deepak Prasad Devkota in the Province Assembly mentions that service delivery will be made faster, digital, and citizen-friendly with the goal of 'Happy Citizen, Prosperous Bagmati'.

The policy and program prioritizes the establishment of Hello CM Desk, operation of online project monitoring system, digital transformation, zero tolerance against corruption, and ministry restructuring.

In the economic sector, a policy has been adopted to create a startup ecosystem, provide concessional loans to youth, brand local products, and develop industrial villages, emphasizing production, entrepreneurship, and job creation.

With the goal of making the agricultural sector self-reliant and export-oriented, it is stated that legal arrangements will be made for the operation of the 'One Ward, One Agricultural Product' program, establishment of an agricultural wholesale market, construction of an organic fertilizer factory, and management of commercial marijuana cultivation.

Under infrastructure development, a policy has been put forward to upgrade roads, build bridges, promote electric vehicles, build automatic driving test tracks and expand transport services from all districts. It is mentioned that Hetauda will be developed as a pedestrian-friendly city with cycle lanes.

A 'Let's Travel Bagmati, Understand Culture' campaign will be launched to promote tourism and a policy has been taken to develop a major tourist destination in each constituency. A plan to establish a health center in Hetauda has also been included.

In terms of education and health, technical education will be expanded, digital health services, telemedicine, cancer and dialysis services will be increased, free air rescue programs will be continued, and special programs will be run for women, children, senior citizens and people with disabilities.

The provincial government has stated that green economy, community forest strengthening, RED-Plus program, bioengineering technology and green finance policy will be implemented for forest, environment and climate change management.
