The Hetauda Sub-metropolitan City Office has been without a Chief Administrative Officer for a month. The administrative officer has been vacant for a month, and the financial activities of the sub-metropolitan city have become uncertain.
The sub-metropolitan city was left without a Chief Administrative Officer after Chief Administrative Officer Bharat Gautam went on leave since April 14 before his retirement. Financial operations were halted due to the absence of the Chief Administrative Officer. Gautam has been on compulsory retirement since last Monday.
Even after the compulsory retirement of Chief Administrative Officer Gautam, the vacant post has not been filled. With the uncertainty of the Chief Administrative Officer, all financial activities of the sub-metropolitan city, including payments, plan approvals, and budget disbursement, have been halted.
Although the sub-metropolitan city has appointed Bishnu Kumari Lamichhane, the director of the sub-metropolitan city, as the acting chief administrative officer, she has not been given financial authority to make payments, purchase, and accept bids. As the end of the fiscal year approaches, service recipients who are waiting for payments are in trouble.
The sub-metropolitan city has already requested for the filling of one post at the level of Joint Secretary, citing the vacancy of the Chief Administrative Officer in the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, but no one has been recommended so far, said Jagannath Sapkota, Head of the Sub-metropolitan City Administration Division.
With the vacancy of the Member Secretary post since last Monday, the work of formulating policies and programs for the upcoming fiscal year has also become uncertain.
