The construction of the track of the 'Fakhel-Chakhel-Matatirtha-Satungal' road section, the shortest alternative route connecting the Bagmati provincial capital Hetauda and the federal capital Kathmandu, began 28 years ago (2055). The 14-kilometer track of this road was opened in 2076 after 12 years.
After this, the Bagmati provincial government took over the responsibility of upgrading the road in 2076 BS. This road section has been under construction continuously for 6 years, but it is not yet decided when it will be completed.
The 14.4-kilometer road included in the provincial road master plan has been divided into two sections, Makawanpur and Kathmandu, and the contract has been awarded. The construction of the 8.1-kilometer road from Makaibari to Matatirtha under the Kathmandu section is very slow. The contract for the construction of this section was won by Amar Construction through the Infrastructure Development Office Lalitpur in 2076 BS for about Rs 280 million including VAT.
Raju Shrestha, Chief of the Infrastructure Development Office, Lalitpur, said that the provincial government has imposed a fine of 10 percent of the contract amount on the construction company after the work was not completed despite five extensions. ‘A fine of more than 250 million rupees will be deducted from the contract amount,’ he said.
Earlier, when the company did not seek an extension of the deadline, the time was extended to complete the work by mid-Baishakh after the company objected to the claim. This time has also passed. The office has taken action against the construction company as per the rules. The construction company has already laid the base for blacktopping the road. Its physical progress is 67 percent and financial progress is 66.02 percent.
The construction of the 6.3-kilometer road from Mahalaxmi Khola to Chakhel-Makaibari under the Makawanpur section is in the final stage. Sadashiv Himal Construction has won the contract for 184.6 million rupees. 92 percent of the physical progress of the section is in the final stage.
According to Sujan Bhandari, Chief Engineer of the Infrastructure Development Office, Makawanpur, 3.5 kilometers of the road have been blacktopped and sloped in this section. The target is to complete the remaining 2.5 kilometers of the road by the end of Jestha. The deadline for this section is Jestha 25.
This road, which is only about 20 kilometers from Mahalaxmi Khola to Kalanki in Kathmandu, is shorter than other routes connecting Hetauda-Kathmandu (Sisneri-Dakshinkali, and Fakhel-Pharping and Kantilok Path as well as Chitlang, Chandragiri, Thankot Road).
Since the Fakhel, Chakhel, and Makaibari areas are also pockets of vegetable production, if this road is completed, it will help in easily transporting the produce of local farmers to Kalimati in Kathmandu and help passengers travel faster, said Devkrishna Pudasaini, Chairman of Indrasarobar Rural Municipality. "The construction of the road has not been completed within the stipulated time as the pace of work on the Kathmandu section has not picked up," he said.
