The Bagmati Provincial Government has started felling trees at the site where the integrated administrative structure will be built in Hetauda from Wednesday. The Bagmati Provincial Government has started felling trees to build its permanent structures in an integrated manner.

According to the decision of the Council of Ministers on Chaitra 1, 2082, the provincial government had obtained the right of occupancy of 31.2 hectares of national forest area in Hetauda Sub-metropolitan City-16 and 17 for the construction of administrative buildings. The project includes a forest area of 27.57 hectares (Ghyampe and Churekali Community Forests) and 3.45 hectares of school and public land.

The provincial government has planned to construct various structures including the ministry on the land for which approval for occupancy has been received as per Sub-section (1) of Section 42 of the Forest Act, 2076. 'The Forest Department has already given permission to remove 5,226 trees and poles of various species in the area for the construction of the building,' said Rakesh Chandrabanshi, head of the Division Forest Office, Hetauda. 'The clearing is being done under the leadership of our office. The work of cutting down trees will begin after the clearing is completed within 4/5 days.'

An agreement has been reached between the Department of Forest and Soil Conservation of the federal government and the Ministry of Physical Infrastructure Development of the province for the use of land in the forest area. The clearing work for cutting down trees has begun as soon as the process of formal agreement between the department and the province government on land tenure and tree cutting has been completed. The forest office has stated that there are many spice and kukat trees in the area.

The ministries of the province, which have been performing their work from rented houses and scattered old government buildings for a long time, have now moved forward with the construction of an integrated structure to be organized in one premises. The province government signed an agreement with the Department of Forest and Soil Conservation for the said work on Monday.

To move the process forward, the Ministry of Physical Infrastructure Development had sent Chandradev Bhatta, CDE of the Directorate of Transport Infrastructure, Hetauda, as an official representative and Rajan Gautam, Engineer of the Provincial Capital Infrastructure Development Special Project, to the department on Monday. They had signed a forest agreement with the department on Monday itself. In addition to signing an agreement with the department to obtain the land tenure rights, the provincial government has also deposited Rs 34.1 million in the Forest Development Fund. The Ministry of Physical Infrastructure Development has signed an agreement with the department by depositing the amount including the fee for planting and growing new saplings for cutting 5,226 trees.

According to Ishwar Chandra Marhattha, Secretary of the Ministry of Physical Infrastructure Development, the government aims to start construction work in the field within the current fiscal year. He said that although the procedural work will take some time, the work of cutting trees and land management will now accelerate. While acquiring the land, all the work has been completed procedurally by depositing the amount required for the protection of plants and trees in the area and for tree plantation.

According to Secretary of the Ministry of Infrastructure Development, Maharatta, the ministry is doing its homework so that the process will be expedited and the foundation for the construction of the structure will be laid within the current year. Since the amount has been deposited, the Forest Office, Makawanpur, has taken the order for felling and collecting trees from the Division Forest Office of the province, Makawanpur, after an agreement between the Forest Department and the ministry. Secretary Marhatta said that Rs 34.1 million to be kept in the Forest Development Fund has been deposited.

The Ministry of Physical Infrastructure Development has stated that some technical and managerial modifications have been made to the old designs due to the changes in the National Building Code and the change in the number of ministries. Since the land is sufficient, the ministry is preparing to utilize the construction of the structure in a good and effective manner. The ministry has stated that the design has reached the final stage to house the residence and some ministries in an integrated building and to build some separate buildings as needed.

Rakesh Chandravanshi, head of the Division Forest Office, Makawanpur, said that the work of trimming and felling trees has already begun as the financial and procedural preparations required to remove trees in the building construction area have been completed. Trees in the community forest area of the area will be handed over to the concerned consumer groups, while the timber in the government forest area will be managed by the Forest Office.

The plan, which has been stuck in the legal process of land acquisition since 2076, has been finalized by the federal cabinet meeting, paving the way for the construction of the structure. Even though the provincial structure was formed in 2074 BS, the provincial ministries are operating from small government buildings and rented houses as they do not have their own buildings. The location of the provincial government administrative building is 11 kilometers east of the main market in Hetauda.
