The process of acquiring land for the construction of the Bagmati Province Government's administrative building has been completed after 6 years. With this, the way has been opened for the Bagmati Government to build its permanent structures in an integrated manner.

The provincial government had been requesting the federal government for land acquisition since 2076 BS. The meeting of the Federal Council of Ministers on Chaitra 1 decided to grant approval to use the land of the national forest area for the construction of the Bagmati Province administrative building and to remove the trees/poles on that land. The Ministry of Forests and Environment had submitted a proposal to the Council of Ministers for land acquisition.

The Ministry of Forests and Environment has requested that the parties to use the national forest area and remove the trees and poles on the land comply with the procedures and conditions mentioned in Sub-sections (5), (6) and (7) of Section 42 of the Forest Act, 2076 BS and Rule 93 of the Forest Regulations, 2079 BS and the decision of the Council of Ministers and contact them for an agreement as per Rule 94 of the same regulations.

Since the formation of the province in 2074 BS, Bagmati Province has had 5 Chief Ministers. Till now, the ministries of the province have been operating from cramped government buildings and rented houses due to the lack of their own well-organized buildings. Despite the allocation of budgets by previous governments every year, the construction of administrative structures could not proceed due to the lack of possession of the land.

The proposed 31.2 hectares of forest land in Hetauda Sub-metropolitan City-16 and 17 has been acquired for the construction of the administrative building of the Bagmati Province Government. According to Ishwar Chandra Marhattha, Secretary of the Ministry of Physical Infrastructure Development of the province, the federal government has already given approval to remove 5,226 trees and poles of various species in the area.

He said that work in the field will begin after some process of tree felling and agreement with the Forest Department. He said that since the provincial government has already ensured the amount required for the protection of plants and trees in the area and tree plantation while acquiring the land, other processes will be completed soon. Secretary Marhattha said that the Bagmati Province Council of Ministers meeting last Bhadra had agreed to deposit the required amount in the 'Forest Fund' as per the environmental impact assessment report.

Although a detailed project report was initially prepared in the 'Singh Durbar Model' to include 14 ministries, the Ministry of Physical Planning has stated that some modifications are being made to the design keeping in mind the current needs.

The then Chief Minister Dormani Poudel had put forward a plan to build an integrated provincial administrative structure in 2075 BS. Despite searching for land for the construction of the provincial capital structure, he was unable to find it. Secretary Marhattha said that with the completion of the land acquisition issue, the provincial government aims to start the contract process for the construction of the administrative building within this fiscal year. He said that tenders will be invited as soon as the tree cutting is completed. It is claimed that after the new structure is built, all the ministries of Bagmati Province will be operated from one place and service delivery will be facilitated.

The then government had repeatedly written to the federal government to prepare a project to build at Depochaur in Hetauda Sub-metropolitan City-17. Recently, the federal government has decided to designate a 'National Pride Project', and the legal knot of land acquisition has been loosened.

The provincial government has prepared a plan to build administrative structures on 31.2 hectares of land in Depochaur by setting up a special provincial capital infrastructure development project. An EIA has been conducted to build 25 modern structures including 10 ministries including the Chief Minister's Office, the Provincial Assembly building, security agencies, the Public Service Commission, the Policy and Planning Commission, banks, cafeterias and childcare centers.

The process was resumed after the provincial government decided to deposit the necessary amount for compensation for tree felling and tree plantation in the 'Forest Fund'. The provincial government has prepared a plan to build administrative structures on 31.2 hectares of land in Depochaur by setting up a special provincial capital infrastructure development project.

The land acquired by the federal government includes 27.57 hectares of forest land (Ghyampe and Churekali community forests) and 3.45 hectares of school and public land. The administrative building of the provincial government is located 11 kilometers east of the main market of Hetauda.
