The humidity center in Sanimadau, Manthali Municipality-1, which was supposed to be operational three years ago, has not yet been operational.

The 500 metric ton capacity humidification center, built at a cost of over Rs 70 million in a 70/30 cost partnership between the Bagmati Provincial Government and Manthali Municipality, is still unused.

Easy Infra Pvt. Ltd. Kathmandu had taken the contract to complete the construction by Ashar 2078 BS. Although the construction company completed the construction of the structure in 2080 BS, almost two years late, it has not been able to put the center into operation yet.

According to local Purna Subedi, the usefulness and accountability of the investment have been questioned when the center has not been operational for years. He said, 'Farmers have not been able to directly benefit from these structures of huge public investment when they are not operational on time.  Now the focus is on how quickly the commitment of the provincial government is reflected in practice.'

According to Manthali Municipality Mayor Lav Shrestha, although the main structure is ready, essential infrastructure such as gherbar, employee housing and toilets are yet to be built. 'The provincial government is yet to formally hand over the center to the local government. In the current fiscal year 2082/083, Rs 50 million has been allocated for the construction of the remaining structures. Work has already begun and preparations are underway to bring the center into operation within this year,' he said.

The Bagmati Province government has a partnership of Rs 50 million and Manthali Municipality has a partnership of Rs 21 million in the construction of the humidity center. The municipality has already paid its share to the province government. In addition, the extension of the electricity line to the center and the installation of TOD meters have been done with the investment of the municipality itself.

According to Madhusudan Poudel, Minister of Agriculture and Livestock Development of Bagmati Province, nine humidity centers were built across the province at an investment of more than Rs 480 million.
