The budget expenditure rate of local levels in Ramechhap has been seen to be slow in the first quarter of the current fiscal year 2082/083.
During the period from Shrawan to Kartik, all local levels in the district have not been able to achieve the expected progress not only in the capital (development) budget, but also in the current budget expenditure.
Manthali Municipality, the district headquarters, has spent only 16.44 percent or 172 million 91 thousand 402 rupees out of the budget of 1 billion 465 million 64 thousand 202 rupees in the first quarter.
According to Chief Administrative Officer Devarshi Sapkota, 23.79 percent or 171 million 151 thousand 11 thousand rupees out of the current budget of 720 million 1077 thousand rupees has been spent. The situation of the development budget is even worse.
Of the 325 million 486 thousand development budget, less than one percent, or 1.33 percent, only 43 million 32 thousand 638 rupees has been spent. Sapkota said that 40 schemes worth more than 1 million rupees and 24 schemes worth more than 25 million rupees are being implemented this year in Manthali Municipality, which has 14 wards.
Manthali Municipality had spent 15.55 percent of its total budget in the first quarter of the last fiscal year 2081/082, of which 1.65 percent was on capital and 21.09 percent on current.
Ramechhap Municipality's budget expenditure has also been sluggish until the first quarter. According to the municipality's Chief Administrative Officer Bhola Prasad Chapagain, out of the 518.337 million rupees allocated for current, only 113.395 million rupees have been spent in the first quarter.
Which is a total of 21.87 percent. The capital expenditure situation of the municipality is still weak. Chapagain informed that only 1.73 percent or 57.64 thousand rupees have been spent out of the 332.799 million rupees allocated.
He said, "The municipality's budget expenditure in the first quarter is low, especially the development budget is very low. Capital work has slowed down due to festivals, procedural delays, etc. Now the plans have been finalized, work is progressing at a rapid pace, so the expenditure rate is also expected to increase rapidly.'
Ramechhap Municipality has 234 infrastructure projects this year alone. Of these, five projects have been put into operation through contracts. The quotation process for six projects has been completed, while agreements have been signed for the operation of 52 projects through the user committee, Chapagain said. Five projects have been completed and payments have been made.
Ramechhap Municipality had spent 14.38 percent of the total budget in the first quarter of the last fiscal year. In the first quarter of the last fiscal year 2081/082, Ramechhap Municipality had spent 20.77 percent on the current budget and 1.53 percent on the capital budget.
