The Manthali Pumping Drinking Water Project, which was launched with the goal of providing drinking water to 2,741 households in Bhatauli, Ward No. 8 Chisapani and Ward No. 9 Puranagaun of Manthali Municipality-7, has not yet been completed.
The project, which was launched with the aim of providing drinking water to 15,125 people by lifting water from the Tamakoshi River, was scheduled to be completed by Ashar 2081. However, the project has been stalled as the contractor company Sagun Construction failed to complete the work on time.
The delay in this project, which was launched at a cost of Rs 347.2 million through the Federal Water Supply and Sewerage Management Office, Ramechhap, has left locals frustrated due to the shortage of drinking water.
Asha Maya Tamang of Thakle, Mugikhola and other settlements in Bhatauli, Manthali Municipality-7, said that residents have been living in extreme shortage of drinking water for years. 'They said the project would be completed in five years, but even after many years of work, our house has not received water yet,' she said. 'A tank has been built on top of the house, but all that remains is the hope that water will come. It is like a web of water when it is said that water will come.'
According to him, there are more than 80 households in Thakle village, but the water crisis is so serious that many families have been forced to leave the village and migrate elsewhere. 'Those who are still in the village are forced to spend three hours carrying water from the river to earn their daily living,' Tamang lamented.
According to Chhatra Bahadur Mugrita, a local of Manthali Municipality-7, although there is some activity in the village during the rainy season, the village becomes deserted due to the lack of drinking water after winter sets in. He says, 'The residents here have been living in extreme shortage of drinking water for years. Many families have migrated because they cannot bear the water problem, and those who cannot afford to go are still here.' 
According to Mugrita, the remaining families are forced to go down to Bhatauli River for daily drinking water during winter. 'We were very excited that the water from Tamakoshi would come to their homes through the lift system,' he said, 'but now the locals are disappointed because the project was not completed on time.'
The construction company says that the work could not be accelerated due to the budget not being available on time. According to the Federal Water Supply and Sewerage Management Office, Ramechhap, the agreement for the Monthly Pumping Drinking Water Project was signed on Asad 23, 2079. This project, which was started with the target of completing it within two years, i.e. on Asad 27, 2081, has not been completed within the stipulated time.
According to the office chief, Rajendra Prasad Shrestha, the work has been delayed due to various reasons including lack of budget. According to him, the physical progress of the project has currently reached 60 percent and financial progress has reached only 56 percent. According to Shrestha, the project is a multi-year project with a filter unit. In the operation of such long-term projects, it is often difficult for the construction company to continue working due to money transfer problems and lack of budget.
'The construction company is still due to pay Rs 120 million for the work completed,' he said. He said that since the work was not completed on time, the office has now extended the deadline for the same construction company to complete the project until Kartik 2, 2083.
