The construction of 'Pushpalal Memorial Park' in Ramechhap Municipality-8 Bhangeri, the birthplace of Pushpalal Shrestha, the founder general secretary of the Communist Party of Nepal, is at a snail's pace. The Ministry of Urban Development allocated a budget of 100.5 million rupees in the financial year 2077/078 with the aim of building a park with an international level museum.
Although 54 acres of land has been acquired for the park, which is estimated to cost around Rs 55 crore, only one meeting hall, toilets and three residential buildings have been constructed so far. Even those structures are becoming dilapidated due to lack of protection.
Sumitra Shrestha, a local resident, says, 'When it was said that a park with an international level museum would be built, the residence of the residents here was raised. However, even the buildings built now are dilapidated, the place to be a park has become a forest.
According to another local, Naresh Babu Shrestha, it has been more than a decade since the acquisition of about 54 ropani of land in Bhangeri for the memorial park. But the construction work is still at a snail's pace.
"It has been more than 10 years since the land was acquired," he said, "but nothing has been built so far except for an assembly hall, toilets and a residential building." Even the built structures are becoming dilapidated due to lack of protection.
He complains that this memorial park, which was started to appreciate the contribution of martyr Gangalal and the founder general secretary of Nepal Communist Party, Pushpalal Shrestha, has been forgotten by the government.
Pushpalal was born as the son of father Bhaktlal Shrestha and mother Tulsimaya. It happened in Bhangeri on June 15, 1981. His brother Shaheed Gangalal was also born here.
When Bhaktlal Malpot was working at Adda Ramechhap, he used to live in a dera in Bhangeri with his family. Two brothers Gangalal and Pushpalal were born and raised in the same camp.
There was a plan to build a museum in the memory park started in Bhangeri and keep the documents related to the communist movement including materials used by Pushpalal and Gangalal. Also, there was a plan to make a permanent memorial by building a salik for both brothers. At present there is only a salik carved on a small stone in the park area. People used to approach the same Salik and take photos and complain that 'Pushpalal-Gangalal were neglected'.
According to UML Ramechhap Nagar Committee President Roshan Pakhrin, the memorial park has become a standstill due to lack of budget management as per the plan.
'Now there is only the salik of Gangalal and Pushpalal engraved on a small stone in Bhangeri,' he said, 'Leaders, activists or common people who come here remember by taking photos near that salik. Everyone feels that both the great people have been neglected and they ask the question, 'Why is there such a difference?'
According to him, the government has not paid attention to the repeated requests for budget for the construction of the memorial park. "Only after many initiatives, about 40 million rupees have been allocated in the current financial year," he said, "but this amount is not even close to the estimated cost of 550 million." However, he said that the memorial park has been lying idle for a long time and emphasized that the state should make it a priority and complete it soon as planned.
"In the past, some budget was allocated for the construction of Salik by the state government," he said, "but unfortunately, this time the state government could not provide the budget." However, my efforts are still continuing. Rajan Bhattarai said that the construction of the memorial park, which started in the birthplace of great people, has not been completed as expected.
"It seems that there is little attention paid to what is being done in the birthplace of great people," he said. He emphasized that the state should prioritize it and said, "There has been some budget allocation this year, everything should be done to implement it soon."
