According to the agreement, the construction of the road, which should be completed by 2080 Baisakh, is still incomplete, and passengers and especially patients are facing problems.
What you should know
The Seleghat-Ramechhap-Sanghutar road connecting Ramechhap and Okhaldhunga, which was paved five years ago, has become a standstill. Due to the negligence of the construction company, the old structure has been demolished and the road has now become dangerous for both passengers and vehicles.
About 52 kilometers of roads that started on October 26, 2077 were supposed to be completed by Baisakh 27, 2080 according to the plan agreement. However, the road has been incomplete for years because the Indian company Telecommunication Consultants India Limited (TCIL) did not work on time. The construction of this road project was started at a cost of about 1.94 billion rupees with the loan support of Indian Exim Bank.
The road condition from Salu to Sanghutar is particularly bad. Due to mud, slips and potholes, vehicles get stuck for hours and passengers have to pull the vehicles with ropes. Madhav Dhakal of Ramechhap Municipality-3 says, 'According to the agreement, the road that should be completed by April 2080 is still incomplete. Passengers are putting their lives at risk every day while traveling on such rickety roads.' According to him, more than a thousand passengers are forced to travel between Kathmandu and the headquarters through this road every day.
Due to the muddy and damaged roads, even the ambulance cannot run. Dhakal says that it is very difficult to take the pregnant, sick and elderly people to the hospital during the rainy season.
There have been repeated complaints in Ramechhap Municipality about the disruption of traffic and the difficulties faced by the people. However, due to legal complications, the municipality has not been able to repair it by itself, says Labashree Neupane, the head of the city. 'Budget cannot be allocated from two agencies for the same road. Therefore, the municipality cannot work directly even if it wants to. This situation is unfortunate for all of us,' he said. Abhishek Sharma, engineer of the
construction company, said that machines are being mobilized and gravel is being poured at the problem areas. "We are making immediate efforts to make the passengers comfortable," he said. Acknowledging that the local people were harassed due to the deterioration of the road, DC Sharma, the representative of the construction company TCIL, also promised to solve the problem immediately and now complete the work on time as per the agreement.
The construction of the Seleghat-Sanghutar road is still incomplete even though the deadline has been extended time and time again. Ishwar Karki, the project head, informed that after the work could not be completed within the stipulated time, the company that got the contract, TCIL, has been extended another year. According to him, only about 60 percent material progress has been made so far. "The company has committed to complete the work within June 2083 as per the last extended deadline," said Karki.
Chief District Officer of Ramechhap, Shyamakrishna Thapa, said that following increasing complaints about the inconvenience caused to the traffic, the project office, construction company and people's representatives were monitored on the ground under the leadership of District Administration Office Ramechhap. According to him, after the monitoring, the construction company has been instructed to work so that there is no problem for the passengers. "The contractor has committed to work according to the instructions," he said.
