Bagmati Province Chief Minister Bahadur Singh Lama's post has been put in jeopardy after a motion of no confidence was registered in the parliamentary party by the MP of his own party.

Due to the situation arising after a long time of power struggle between Lama, who is close to the party establishment, that is, President Sher Bahadur Deuba, and Congress Bagmati Province President Indra Bahadur Baniyan, the politics of the province has been shaken at the moment. 

After dismissing the four ministers who signed against him, Chief Minister Lama has started a strategy to deceive the parliamentarians who are open to the Baniyan side by appointing new ministers in the four vacant ministries. He is focused on the federal capital Kathmandu to take the central leadership into confidence. 

According to Article 169 (2) (b) of the Constitution of Nepal 2072, Lama has dismissed Bagmati Government's Internal Affairs and Law Minister Surajchandra Lamichhane, Youth and Sports Minister Meenkrishna Maharjan, Culture and Tourism Minister Bimal Thakuri and Cooperative and Poverty Alleviation Minister Madukumar Shrestha. Even though they resigned on Friday afternoon, they were sacked without being accepted. 

Lama is saying that he will face the process without resigning, with the belief that the leader of the parliamentary party will remain by appointing MPs from the Banyan side to the four ministries that are currently vacant . Lama got 21 votes when defeating Baniyan as the leader of the parliamentary party . At that time, Baniyan was limited to 16 votes.

The political situation has changed now due to the dispute over the budget and the working style of the Chief Minister. Now, 21 MPs have signed in favor of Banyan. It is also a challenge for Baniyan to maintain this number until the voting process. If 3 MPs change their camp due to greed for power, Lama will remain the leader of the parliamentary party with 19 votes. Nepali Congress has 37 seats in Bagmati Province.

It is not easy to remove Lama as the Chief Minister until the leader of the parliamentary party changes. Due to the provision of the law that the leader of the parliamentary party becomes the chief minister, Baniya has filed a motion of no confidence in the secretariat of the Congress parliamentary party to remove Chief Minister Lama from the parliamentary party.

Baniyan has also rushed to Kathmandu seeking the support of top leaders to keep the MPs who are open in their favor until the voting process. Leaders are doing more to increase the number of MPs who are dissatisfied with Lama due to the budget. If the MP who is open to his side changes his camp, it will be a challenge, so he is in a strategy to weaken Chief Minister Lama by adding numbers. 

'Now in about a week, the whole process of disbelief will be finished . This match took place after receiving the green signal from the party chairman (Deuba),' said the chief minister Meenkrishna Maharjan, who resigned as the MP and Minister of Youth and Sports. He says that it is beneficial to pave the way by resigning on the basis of morality.   

According to the Constitution of the Congress Parliamentary Party, 25 percent of MPs need to sign a no-confidence motion against the leader of the party. However, due to the signatures of more than 50 percent of the MPs, now the process of selecting a new leader of the parliamentary party will proceed, MP Chiringdorje Lama says. According to him, there is a clear mention in the statute that the next meeting can be held by the secretary.

Water, Energy and Irrigation Minister Shyam Bahadur Khadka said that it is necessary for the Chief Minister to face a no-confidence motion. He also claimed that the Chief Minister has worked for one year and MPs will get an opportunity to evaluate the work. The leader of the party will face the proposal against him and move forward. There is no possibility of resigning," Minister Khadka said.

There is a Congress and UML coalition government in Bagmati province. In the government, the Congress is leading eight ministries including the Chief Minister.
