With the end of the session of the Bagmati Provincial Assembly, four bills are stuck in the subject parliamentary committee. Four amendment bills submitted in the provincial assembly last January were held in the committee.
The state assembly meeting held on January 26 passed the bill to amend the State Sports Development Act, 2075, while the other four bills have been sent to the parliamentary committee for discussion, according to the state assembly secretariat.
According to Hema Neupane, information officer of the Provincial Assembly Secretariat, the report of the bill made to amend the Madan Bhandari Institute of Health Sciences, 2076, the bill to make provisions regarding agricultural development, the bill to amend the Provincial Industrial Business Act, 2076, the bill to amend the Provincial Trade and Business Act, 2076, which is in the subject committee of the Provincial Assembly, has been prepared .
The bill made to make provisions regarding the provincial agriculture development bill that was withdrawn from the state chief Deepak Prasad Devkota was also on the agenda to be submitted to the house on the day of the end of the report session with amendments. The Parliament should discuss and pass the said reports. However, since the session is over, the discussion on the bill in the House has been stopped for the time being.
The winter session of the provincial assembly, called about two months ago, was terminated due to the parties' interests, and the winter session of the house, which is known as law-making, has proved to be unproductive . On the recommendation of the state government, the current fifth session of the state assembly has been terminated from 20th March at 11:59 pm. The session meeting of the provincial assembly called on last January 19 was seen as a place to fulfill the interests of the parties from the initial stage.
The House was operating for only 4 days during the winter session. The Provincial Assembly, which held 6 meetings in four days, could not do any more work . After the last meeting of the budget session on October 7, the session was ended on October 15. Since then, MPs have not had an opportunity to have their say in the House. Because of this, the rivalry between the government and the opposition has started.
Bagmati province government spokesperson and Minister of Internal Affairs and Law Surajchandra Lamichhane said that due to the opposition party, the meeting of the provincial assembly could not continue and the laws in the committee will proceed procedurally from the budget session . There is a situation that the discussion on the budget should be carried forward soon. At that time, we will pass the laws in the committee from the Fool House", he said.
Although the government is saying that it will meet the legitimate demands of the opposition, he said that they have reached the decision to end the session because the opposition has warned that they will not allow the House to operate continuously.
