Only 25 percent of Bagmati province's budget expenditure

The expenditure of Bagmati province is disappointing. The state government has been able to spend only about 25.62 percent of the total budget from July to February of the current year 2081/82.

According to Indraraj Sanyal, the information officer of the Ministry of Economic Affairs and Planning of the state, for the current year, the state government has brought a budget of 64.54 billion four hundred thirty thousand, but after the end of eight months, 10.55 billion has been spent. He says that the budget for capital is less spent than the current

budget. During that period, 35.22 percent of the current budget and 19.94 percent of the capital budget have been spent. 

Information Officer Sanyal said that among the allocated budget, the highest amount was spent by the State Attorney General's office, 47.69 percent, by the State Assembly Secretariat, 38.22 percent, while the Ministry of Tourism, Industry and Cooperatives spent the least amount, 9.79 percent. Until the second quarter of the current year, current expenditure is higher and capital expenditure is lower. Since the plans could not be implemented, the expenditure was seen to be low.

revenue collection declining year-on-year 

The revenue collection of Bagmati province is decreasing every year. During the eight months of the current year, the Bagmati government has been able to collect only 38.13 percent of the target revenue. According to Information Officer Sanyal, the provincial government has set a target of 29.55 billion 89 million revenue collection from revenue distribution, but during that period, 47.03 percent of the target i.e. 13.9 billion 90 million 27 million 68 thousand revenue has been collected.

It is estimated that 15.57 billion 56 million grants will be received from the federal government, but 52.58 percent of the target i.e. 8.18 billion 99 million 64 thousand grants have been received in the eight months of the current year. 

Information Officer Sanyal said that while the target of revenue collection is 4 billion 5384 million 79 thousand from the internal sources of the state government, only 52.41 percent of the target i.e. 2 billion 378 million 88 thousand revenue was collected during that period.

Earlier in the previous year, the revenue of Bagmati province was less than 9 billion 31 million 27. In the year 2080/81, the state government was estimated to collect 48 billion 25 billion 43 lakh 75 thousand revenue from the revenue received from the revenue sharing title, the revenue collected from the internal sources of the provincial government and the subsidy received from the federal government, but only 39 billion 22 million 12 million 47 thousand rupees were collected from all those titles. 

Even in the year 2079/80, Bagmati province government collected 17 percent less revenue than expected. The provincial government had collected 45 billion 80 million revenue against the estimate of 55 billion 31 million revenue in the year 2079/80.

According to Hari Prasad Upadhyay, Head of Bagmati Province Treasury and Accounts Controller Office, Hetouda, the decrease in revenue is due to the decrease in revenue collection such as value added tax, income tax, natural resource extraction duties, property taxes distributed by the federal and local levels and the federal government cutting some programs due to the economic recession.
