Ministry of Agriculture Wholesale Market Office, Sub-Metropolis Dissatisfied

Dissatisfaction has increased after the state government brought the ministry's office into operation in the administrative building of the agricultural wholesale market without the construction work being completed. Hetaunda sub-metropolitan city-11 Thana Bharyang, the construction work of the international level agricultural wholesale market has not been completed.

The Hetaunda sub-metropolitan municipality, which has been cooperating with the construction work, has formally expressed its displeasure over the ministry's placement in the agricultural wholesale market, which is under construction for different purposes.

Attention has also been drawn to the fact that the ministry of the provincial government has been established in the wholesale market of fruits and vegetables built in cost participation with the provincial government. Mentioning that it is not appropriate to establish a ministry in a structure built for the marketing of farmers' produce, it concluded that the wholesale market should be run through the sub-metropolitan city after completing the construction work.

This ministry, which is confined to one room of the old house in the office complex of the Chief Minister and Council of Ministers, is currently shifted to the under-construction agricultural wholesale market located in Hetaunda-11. According to Rudra Lamichhane, Secretary of the Ministry of Cooperatives and Poverty Alleviation, the process of placing the ministry in the administrative building of the agricultural wholesale market was initiated only in the last week of last November. 

According to him, a verbal agreement has been taken to use the administrative building of the agricultural wholesale market for the Ministry by writing to the office of the Chief Minister and the Council of Ministers. Meena Kumari Lama, Head of Hetaunda Sub-Metropolitan Municipality, said that it is not a good idea to suddenly place a ministry in a structure built for different purposes without consultation. "Farmers who have been coming from all areas have also come here," she said. 

The agricultural wholesale market under construction under the Ministry of Agriculture and Livestock Development is yet to be handed over. According to the Ministry of Agriculture and Livestock Development, about 90 percent of the physical progress has been made in the building, but there is still work to be done, including the installation of machinery, tools and electrification.

The senior officers of the Ministry of Agriculture and Livestock are angry that the political leadership has allowed the cooperative ministry to be placed in the building of the agricultural wholesale market without asking them. 

70% of the provincial government and 30% of the Hetaunda sub-metropolitan city were built in the wholesale market, which has 4 buildings with facilities. There are 2 administrative and 2 commercial buildings and a cold store. After the completion of the construction work, there was a written agreement between the provincial government and the sub-metropolitan city that the wholesale market will be operated and managed by the sub-metropolitan city. 

The foundation stone was laid by the then Chief Minister of Bagmati Dormani Paudel and the then Chief of the Deputy Metropolitan Municipality Hari Bahadur Mahat on 18 June 2078 for the construction of the Agricultural Wholesale Market. An agreement was signed with Hetounda sub-metropolitan city on August 14, 2077 with the goal of building a wholesale market in an area of ​​2 bigha and 4 dhur. AN K/Mountain took the contract for Rs 300 million 87 lakh 62 thousand 787. The construction of the wholesale market was started from May 2078. According to the Ministry, Rs. 265.535 million 35 thousand 996 rupees were paid to the construction company last June and more than 20 million rupees are in the process of being paid.

Although there was an agreement to be completed by June 2081, the work could not be completed on time due to various reasons. In order to complete the construction work, a deadline of 7 months was extended until November 8. Vinod Kumar Bhattarai, secretary of the Ministry of Agriculture informed that preparations are being made for the operation. According to him, only road paving and other general works are left to be done.

Sub-engineer Timsina said that wholesale market, retail (retail) market, farmer's tower, administrative and canteen, cold storage and other structures will be in the wholesale market. There are separate elevators for the movement of cargo and people. There are 40 shutters in the wholesale market of

market and 23 shutters in the retail market and 63 shutters. The building also has the facility of underground parking. This wholesale market has been built according to international standards. We will run it in an orderly manner," said Bhattarai, the secretary of the ministry. "We will make the sub-metropolitan city responsible for this operation."
