In the 7 years since the federal system was implemented, there have been 5 chief ministers and more than 80 ministers in Wagmati province. But the construction of physical infrastructure of the province has not progressed. As the land is not settled, the provincial government is operating from old government buildings and rented houses. The provincial government has been paying more than 30 million in rent annually.

The provincial government has been allocating the budget for the construction of provincial structures every year. But due to the delay in land acquisition, the provincial ministries, administrative buildings, various projects and the office of the project implementation unit could not be constructed. A separate office has been established under the Ministry of Physical Infrastructure Development of the province to create a regional structure. As the land is not finalized, the office has not been able to proceed with the work.

The provincial government led by the then Chief Minister Dormani Paudel initially tried to build a regional structure on the land of Hetaunda Cement Industry located in Hetaunda Sub-metropolitan City-9. 

As the said land could not be brought under the province, now it is being tried to use the land of Hetaunda-17 Hatia depot.

In February 2078, the province sought approval from the federal government for the construction of a provincial structure on the land of Depot Chaur. The environmental impact assessment was made by the provincial council of ministers in February 2079. The report has been sent by the state government to the federal government, but it has not been approved. Wagmati Internal Affairs and Law Minister Surajchandra Lamichhane said that the land was not acquired for a year after the provincial government submitted the proposal. The minister says that even if the land is acquired, it is not possible to create a regional structure immediately. It has not yet been decided how to provide relief to the victims of the disaster in Asoj. "There is no possibility of progressing with the construction of provincial structures right now," he said.

Due to the problem of land acquisition, the budget allocated for provincial structures has been freezing for years. In the financial year 2076/77, Rs. 4 crore allocated for the study and construction of administrative and residential buildings was frozen. 97 crores in the year 2077/78 and 500 crores in the year 2078/79 but could not be used.

In the year 2079/80, 40 lakh rupees under two headings and 20 lakh rupees under the heading of design and drawing of the Chief Minister and Ministry and 20 lakh rupees for various infrastructure development studies and research of the provincial capital were frozen. According to the Ministry of Economic Affairs and Planning, a budget of Rs 25 crore was allocated for the project in the last year 2080/81 and Rs 35 crore in the current financial year.

Wagmati Province Physical Infrastructure Development Minister Aman Kumar Maske has claimed that the provincial government is ready to implement the regional structure construction project. "Once the federal government decided to acquire the land through the cabinet meeting, the construction will accelerate," he said. After completing the process from the Ministry of Forestry and Environment of the Federal Government, the Ministry of Land Management Cooperatives and Poverty Alleviation and the National Planning Commission, the issue of land acquisition will be finalized at the cabinet meeting.
