Irregularities and arbitrariness increased when the city chief tried to bring in a chief administrative officer who would work according to his interests
As the sudden change of administrative officers at the local level does not stop, problems are arising in daily administrative work along with delays in development work. Locals complain that irregularity and arbitrariness have increased when the city chiefs tried to bring in a chief administrative officer who would work according to their interests.
There is a conflict between the head and the deputy head regarding the administrative authority at most of the local levels in Madhesh province . Due to the division of opinion among the people's representatives about the responsibilities of the employees, there is a challenge in the regular work and implementation of the budget. In some municipalities, the chief administrative officer has changed up to 4/5 times in the current financial year.
Dipendra Kumar Sah, who took charge of Videh Municipality Administrative Officer of Dhanusha on January 2nd, was beaten up by Ram Bhajan, the son of city head Bechan Das, in his office on January 27th, on the pretext that he had produced a teacher who had come on the recommendation of the Teachers Service Commission. When he complained to Das, the mayor, he threatened to shoot and kill him. Unable to work due to pressure from the mayor, Sah left the office on February 11 and returned to Kathmandu. Janakpur High Court has ordered administrative officer Sah not to do any kind of obstruction to work according to his official duties, but after not being able to enter the office, Sah is currently holding the responsibility of the head of Federal Water Supply and Sewerage Management Office Janakpurdham.
When Sah was selected from the National Vigilance Center and brought to the municipality, Mayor Das gave a grand welcome. But on the pretext of making the teacher appear, the official Sah was beaten up by Ram Bhajan Das, the son of the city chief Das, in the work room on 28th of January 2018. The city chief threatened officer Sah, who went to inform about the beating, to kill him on January 29. Officer Sahle District Administration Office Dhanusha on January 29th about the threat of beating and shooting. Complained for action, security and safe environment . The interim order given by High Court Janakpur Judge Khemraj Bhatt on February 8 to allow administrative officer Shah to work in the office was not implemented. Two days before the court's interim order, it was found that the letter sent by the ministry and sent by Videh Municipality to Officer Sah on February 6 was sent by email. According to the order of the court, Officer Sah, who arrived at the office with security personnel, was not allowed to enter the office, and on February 11th, he was transferred to the office and received a leave letter. The officer who had been transferred had returned to Kathmandu after carrying mud in front of the office door.
In the Hanspur Municipality of Dhanusha, three administrative officers have changed in eight months of the current financial year. There is an allegation of other people's representatives that Pradeep Kumar Yadav, the mayor of the city, has sent him back in turn when he did not work in a favorable manner . Chief Administrative Officer Suvodh Thakur, Keshav Adhikari and Sarvajit Kumar Jha were transferred by Mayor Yadav himself to the ministry. But without allowing the Thakur and the officer to even work in the office, one administrative officer after another was transferred . Mayor Yadav accused the Ministry of Federal Affairs and General Administration of rioting at the local level. Mayor Yadav of Hanspur said that there is a problem when the Federal Administration Ministry sends another officer when the chief administrative officer brought by him for the office is about to start work. According to him, the mayor of the municipality is transferred according to the wishes of the interest groups.
Subodh Thakur, who was transferred from Hanspur and could not go to the local level, was brought to his municipality by Dipendra Mahato, head of the Gaushala municipality of Mahotari, with the initiative of the ministry. But Mayor Mahato brought another administrative officer and recommended Thakur to the ministry by deciding to cut his grade from the executive meeting.
Mayor Mahato stopped coming to the office after Thakur became insecure when he tried to force him to do his own work by threatening him. Administrative officer Thakur said that there was a problem in Gaushala municipality when the mayor Mahato tried to fulfill his own interests by making 'S man' officer . "When he tried to work according to the procedure, he was transferred by the ministry," said Thakur, "In the advertisement for 38 employees including doctors and engineers for the hospital, Mayor Mahato pressured him to appoint all his people." After saying that he can only do it according to the process, he threatened him.' He said that after he did not follow the oral instructions given by mixing the legal process, he was transferred to another administrative officer. "When trying to give the river excavation contract to those close to him and the X-ray machine purchase to those whose interests are more than the criteria, it was not possible to work in Gaushala," Thakur said. Thakur alleged that the city chief Mahato obstructed the regular work of the office, the appointment of employees, similar to the purchase of

Renukumari Mahato, deputy head of Gaushala Municipality, said that while trying to impose favorable decisions on transfer of teachers, purchase of medical equipment for hospitals, river excavation and market contracts, use of vehicles, diesel petrol used for offices, the chief administrative officer was insecure and unable to work in Gaushala Municipality. In the absence of a permanent chief administrative officer for a long time, the acting chiefs were handling the responsibilities . The ministry has again assigned the responsibility of acting administrative officer to the local levels where the process of permanent management has been advanced.
6th Health Service Officer Rampukar Das was acting head in Mukhiapatti Musaharnia Rural Municipality of Dhanusa. The ministry canceled the responsibility of the administrative officer on his behalf and again gave the responsibility of the appointed head to Shambhu Prasad Sah of the sixth level of health. In Bhaganha Municipality of Mahotari, administrative officer Vijay Kumar Yadav has been canceled but administrative officer has not been sent. Mayor Sanjeev Sah said that the work of the municipality has been affected due to lack of administrative officer.
Ministry of Federal Affairs and General Administration employees are transferring employees to the local level day by day by taking financial benefits from the mayor and administrative officers who are being transferred. Sah said that the city chiefs who do not allow the officers sent by the ministry to attend according to the vacancy, choose junior officers they like and transfer them and manage the budget from the acting chief. Bringing the administrative officers chosen by the local city heads is the power center of the political party. "When the officers who are brought in daily refuse to work according to their wishes, the city chiefs drive out the employees of Shakti Kendra and the Ministry with financial inducements," said Shah, "People around the city chief get jobs in the municipality." On the 9th of January, the Ministry of Federal Affairs and Public Administration has returned the job of Khim Bahadur Bhujel, Chief Administrative Officer of Vrindavan Municipality in Rautahat. Bhujel of the Education Service Administration Group was returned to the ministry and Harishankar Yadav, an officer of the Samanya Administration Group, was transferred in his place. Mayor Vinod Prasad Kurmi, who reached the municipality with the transfer letter of the Minister on January 14, did not allow him to appear by hiding the registrar. Deputy head Sangeethakumari Ram called the ward chairpersons and made the officer Yadav appear after preparing another register-chalani and registrar. After he appeared, the Treasury and Accounts Control Office sent a letter to the municipality on February 15 asking him to operate the account in the name of Yadav, who has been transferred since the then chief administrative officer Bhujel had retired.
Mayor Kurmi did not allow Yadav to appear because he wanted to bring Bhujel, while Deputy Chief Ram is adamant that he will not allow Bhujel to appear at any meeting. Kurmi has kept the present registrar with him . He has also sent a letter to the ministry requesting Bhujel to continue as there is no environment to make the official Yadav appear.
Mayor Kurmi and Administrative Officer Bhujel together filed a complaint to the authority for investigation and went on a fast last August. Local Vijay Yadav said that Bhujel, who was transferred on August 31, 2079, has been coming to Vrindavan municipality many times by arranging arrangements in the ministry.
Officer Yadav said that he could not appear despite being transferred. I have applied to the ministry. Since he was not allowed to appear in Vrindavan, I have asked him to make arrangements somewhere else,' he said.
Chief administrative officer Surendra Pradhan, who was transferred from Hariwan Municipality of Sarlahi to Chandrapur Municipality of Rautahat on 31st August 2081, was not allowed to appear. He said that the mayor Sanjay Kafle did not allow him to appear. After he could not appear here, the ministry made him appear in the ministry on October 15th. He was transferred to Thaha Municipality of Makwanpur on November 4. Chief Administrative Officer Pradhan said that he did not force himself after not being allowed to appear in Chandrapur.
Sridev Yadav, the chief administrative officer of Gadhimai Municipality, was transferred to Madhavnarayan Municipality in Rautahat last November. But due to internal strife, he was transferred within four months. In place of Yadav, the official Nagendra Yadav has been assigned the responsibility of chief administrative officer . Katharia municipality has been without a chief administrative officer for two months. After the officer Ramji Joshi was transferred to Yamunamai Rural Municipality last January, the ministry has sent Dhananjaya Das to replace him. But he did not appear . Mayor Ajay Prakash said that the official Das did not appear. "I heard that Devahi, a slave who was transferred to Katharia, appeared in Gonahi," he said, "I don't know why he didn't come."
Das has been saying that he appeared in Devahigonahi because there is no working environment in Katharia Municipality. Recently, it has been found that the people's representative at the local level of Rautahat does not allow the chief administrative officer to stand. It has been found that if they don't do what they say and don't do according to their liking, they openly oppose the officer and before the deadline is reached, they start making transfers based on political access . The officials are disappointed after the people's representative did not let them stay. A chief administrative officer said, if he wants to stay in the district for the entire period, he should go under the permission of the mayor. He has to work according to the rules, otherwise he will send a letter to the ministry for transfer. The chief administrative officer in Fatuwavijaypur, Durgabhagavati rural municipality, Devahigonahi of the district cannot last.

The ward chairpersons of the municipality say that all the work including salaries, daily expenses, payment for development and construction have started to be affected.
Yogendra Prasad Yadav, the leader of the civil society, said that the trend of transferring the chief administrative officer before the end of the term is becoming common in most of the municipalities of the district. "It has become a practice to bring in a manager you like and send a letter to remove him immediately if you don't like him," he said. Most of the clients are hit.'
