The Saptari bridge, which was contracted by Kancharam Construction, the company of Purna Bahadur Tamang, Minister of State for Energy, Water Resources and Irrigation of the federal government, has been lying idle for six and a half years.

Even the pillars of the bridge which was laid in July 2075 on Jita river in Tilathi Koiladi rural municipality-4 Chattitol, which could be built in one year, have not been erected.

The bridge on the Jandaul-Kusa road section has been started under the National Rural Transport Strengthening Program (SNRTP). Since the bridge has not been built for a long time, the locals have been crossing the river by placing a bamboo bridge in the rains and a hump pipe in the winter. "The local people are suffering because the bridge has not been constructed for 6 and a half years," said Munilal Mukhia, the ward president of Tilathi Koiladi-4, "In the rainy season, we have to cross the river by making a bamboo bridge." Engineer Rahul Kumar Jha of the office, who has been looking at the technical work of the bridge, claimed that the physical progress of the bridge has reached 45 percent. He said that the contractor company has received payment of 1 crore 26 lakh rupees so far.

Kancharam Construction's contract of nearly 2 billion in Saptari alone is incomplete But, he informed that the contractor did not work after the first year. Instead of starting the construction of the bridge, the construction company went to the Infrastructure Development Office with a request for a permit.

Kameshwarlal Dev, the representative of Kancharam Construction, submitted an application to the Infrastructure Development Office Saptari on December 23 and demanded that the rate be changed with compensation as he is unable to work at the old rate. It has been claimed in the petition that the design of the bridge has failed.

When one side structure of the bridge collapsed, the technicians of Infrastructure Development Office Sirha and Provincial Road Bridge Support Unit conducted a joint monitoring on 20th of January 2079 and concluded that the left leg of the bridge collapsed one meter compared to the right leg (span).

Then infrastructure development office Siraha wrote to the rural road bridge program to give detailed study and solution options, and the technicians of that program recommended that action be taken against the consultant firm saying that the problem was found during the ground test. 

Based on the same recommendation, Infrastructure Development Office Saptari wrote to Nepal Technical Consultancy Pvt. Ltd. Vaneshwar-10 Kathmandu, which designed the DPR of the bridge. To solve the foundation problem, the Provincial Road Bridge Assistance Unit suggested that 12 piles of 22 meters depth should be added.

Based on the same recommendation, the initial contract amount was changed to 362 million 96 thousand 816 rupees 44 paise and sent to the Ministry of Physical Infrastructure in Madhesh Province for approval.

But Engineer J said that even after the approval of the variation amount, the construction company has not yet done any work. "Despite correspondence on different dates, the contractor company has submitted a request to continue the construction without resuming," said Engineer Zha.

Chief Minister Singh said that even though the state government allocated two crore rupees for the bridge in the current financial year, since the contractor did not work, action will be taken.
