Kancharam/Danfe JV Kathmandu got another contract for construction of roads and drains in various wards within Rajviraj municipality for 42 crore 36 lakh 12 thousand 429 rupees 98 paise. The construction company that got the mandate on the same day after signing the agreement on January 21, 2075, had to complete the work under this contract by July 21, 2077. But it has been five times more.

The department head extended the deadline from July 21, 2077 to December 5, 2077 after the work was not done within the stipulated period for the first time. Even during that period, the work could not be completed. After that, the project chief extended the deadline for the second time from December 6, 2077 to June 5, 2078, for the third time from June 6, 2078 to March 30, 2078, and for the fourth time from April 1, 2079 to March 30, 2079. As the work could not be completed within the fourth extended deadline, another deadline has been extended from May 1, 2080 to June 30, 2082.

Lately, the work has stalled after the work of both these contracts was stopped. The residents of Rajviraj are disturbed by the dust and traffic problems due to the digging of roads and drains at various places.

The construction company is delaying the completion of the work by repeatedly extending the deadline. An employee said that after Tamang, the owner of Kancharam Construction, became a minister in the federal government, now the project employees are afraid and stopped asking. "In the agency that takes action, the minister is the person who should be prosecuted, where to say? Who listens ?' said the employee .

Lately, the state minister Tamang has sent a letter to a person named Deepak Thing appointing the official person of this contract . In sending a letter to Raj Viraj on the intensive urban and building construction project on 1st March 2080, Tamang mentioned that Thing was his official person. Construction has not worked on these contracts for a year . "Sometimes they work at a slow speed for a few days, then stop again," said Engineer Mishra.

Ward President Jayanarayan Mandal, who is also the spokesperson of Rajviraj Municipality, said that the work of these two contracts could not be completed within the specified time. "We have to listen to people's abuse," he said. "The road has been left as it is, the municipal area has been made chaotic now because slabs have not been placed on the drain," he said. He says that they are tired of repeatedly talking about intensive urban and building construction projects.

The condition of the contract taken from the Hulaki project, along with the partner company, Construction has taken two contracts from the Hulaki highway project in Itahari to Saptari. Out of which the Kathuna-Pato road had to be constructed for 18 km. Even when the deadline is extended for the fourth time, it is incomplete .

According to Upendra Das, Engineer of Postal Highway Project, Itahari, on 4th June 2075, Kancharam/Bagamati/Dev & Sayer JV signed a contract for the construction of 18 km of Kathuna-Pato road section for 700 million 46 lakh 61 thousand . But even though the deadline for extension for the fourth time expired on 26 January 2081, engineer Das said that the physical progress of this road is only 55 percent. He informed that the construction company has already received 40 percent payment.

Another contract with Hulaki Highway Project is the Rajviraj-Kunauli road . Compared to other contracts, the work in this contract is at the final stage. For the construction of this road of 12.76 kilometers, the construction company signed a contract for 41 crore 63 lakh 58 thousand 480 rupees on June 30, 2074.

When the contract starts, this road should be completed by 30th of January 2076 . But the work that should be completed by 29th January 2080 has been slightly stuck after the deadline has been extended 6 times. According to Engineer Das, the physical progress of Rajviraj-Kunauli road is 95 percent while the financial progress is 93 percent.

"Compared to others, the work on it is at the final stage, but the rest of the work has not been completed and has been delayed," said Engineer Das . He said that he has requested instructions from the higher authorities on what to do about the expired contracts.
