An investigation has been started on the financial fraud in connection with the installation of CCTV in various parts of Rajviraj Municipality of Saptari. Irregularities were suspected in the CCTV case after the amount of payment taken for connection was deposited in the revenue account on Monday with 10 percent interest after seven months.

The chief administrative officer of the municipality, Dr. Consumer Committee, deposited 50,000,000 in the revenue account of the municipality at the Rajviraj branch of the National Commercial Bank last Monday. Shravan Kumar Sah informed . 

What is the CCTV case?

It is mentioned in the work order letter that the municipality has signed an agreement with the Rajviraj Beautification Consumer Committee on 24th May 2081 to install CCTV according to the city level plan for the financial year 2080/81. The work was started through a 7-member consumer committee and a three-member monitoring committee consisting of Tanbir Asfaq president, Tabrez Alam secretary and Rusa Khatun treasurer.

The consumer committee had installed 110 CCTVs throughout the municipal area under this program. In addition to this, the consumer committee also purchased and installed CCTV equipment such as monitors and backups. When the total payment is divided with 110 CCTVs, 47 thousand 670 rupees 53 paise have been paid including one camera.

The Consumer Committee, which was mandated on June 24, 2081, held a meeting on June 14, 2081  It was decided to ask for the first running bill. According to that decision, the consumer committee applied to the municipality to provide the running bill on June 14. The municipality registered the application on June 23.

On the 22nd, acting mayor of the municipality Israt Parveen, head of planning Manoj Kumar Yadav and engineer Ashok Kumar Das monitored the plan and gave a report evaluating the work worth 52 lakh 43 thousand 758 rupees 53 paisa out of 50 lakh 75 thousand. All three mentioned in the report that the work was done according to the approved program and cost estimate and the overall quality of the work was good. In the monitoring report, they have also said that there is no improvement or quality in the work. 

After the monitoring evaluation with the Acting Mayor, the technical team including Engineer Ashok Kumar Das made a bill of 52 lakh 43 thousand 758 rupees 53 paisa . On the same basis, the technical team including Engineer Das recommended that 2.15 percent of the payments to be made as per the bill, 1 lakh 27 thousand 896 rupees 55 paise for the contingency (administrative expenses incurred during the operation of the plan), 1 lakh 27 thousand 896 rupees 55 paise, consumer participation (people's participation according to the plan contract i.e. to be paid by the consumer) 5 lakh 24 thousand 375 85 paise to 5 lakh 52 thousand 272 rupees 40 paisa and 445 lakh 91 thousand 486 rupees 13 paise.

The then Chief Administrative Officer Bishnu Prasad Gurung endorsed it. In which accounting, planning and technical branches also gave the opinion that it is appropriate to pay according to the bill. 

Based on this comment order, 71 thousand 176 rupees 45 paise was deducted from advance tax with Rajviraj Sandayarikaran Consumer Committee and 45 lakh 20 thousand 3 hundred 9 rupees 68 paisa was paid on June 24, 2081 . The check was given to the consumer committee after the then Chief Administrative Officer Bishnu Prasad Gurung endorsed it when it was submitted for payment by Accounts Officer Shatrughanlal Das. 

CCTV was purchased from the consumer committee and there was a loud noise at the local level. In this matter, the Commission for Investigation of Abuse of Authority also took the related files and documents while proceeding with the investigation. At the same time, the Itahari branch of the authority had written to the Rajviraj municipality on January 27 and asked for the personal details of the employees involved in the CCTV connection plan.  Technicians involved in making meter books and consumer bills of

scheme, head of accounts involved in payment and chief  The contact number, address, current position and office of the administrative officer, the acting mayor involved in the monitoring of the plan, the head of the plan and the engineer and the chairman, secretary and treasurer of the consumer committee were requested. The authority had sent a letter to the municipality asking them to send the details within seven days.

After receiving a letter from the authority demanding details, there is chaos in Rajviraj Municipality. 

How was the amount collected?

After the authority's letter, the people involved from the consumer committee and the municipality have returned the money saying that the case may go on . The consumer committee has mentioned in the petition that the CCTV cameras installed under the plan with the specified quantity and quality have been repeatedly vandalized, wires cut, and abused.

Regarding Rajviraj Municipality's repeated requests to cut off maintenance notices, the consumer committee has mentioned in the petition to return Rs.

On February 4th, Acting Chief Administrative Officer Niranjan Yadav has given a specific order to deposit the amount in the name of the Revenue Branch. Based on the same specific order, the consumer committee deposited Rs 50,000,000 in one lump sum at the revenue branch of the municipality on Monday.

What does the Acting Mayor say? 

The elected mayor of Rajviraj municipality has been suspended after being partially defeated by a special court in a corruption-related case. Deputy Chief Israt Parveen is in the role of Acting Mayor . She said that the consumer committee may have collected the money out of fear. But she didn't tell who she was afraid of.

'We did it for the good, the monitoring was good, the check was fine, but there were problems like cutting the wires,' said Acting Mayor Parvin, 'There was a lot of media hype, the consumer committee must have been scared and collected the money.'

She informed that the Abuse of Authority Investigation Commission is investigating the CCTV connection case. "The authority is investigating, in the first step they sent a letter and asked what was done, in the second step they asked for the file and now in the third step they asked for the personal details of those involved," she said, "We have given the requested information and documents to the authority." Niraj Kumar Dev, information officer of the Itahari office of the authority, said, "It is not possible to say much about the investigation. "An investigation officer will be appointed during the investigation.
