It has been found that about 600 bighas of the land leased to Nepal by Koshi Yojana under the Government of India has not been paid for 12 years. The Bihar government has taken water from the Koshi Barrage to Bihar through the Western Koshi Canal for irrigation, but the Koshi Yojana has not paid for the land that went to the Western Koshi Canal.
According to Amin Sitaram Sah of Liaison and Land Revenue Office, Biratnagar, the Bihar government has yet to pay the 599 bigha 8 katha 15 dhur land leased for the Western Koshi Canal. He said that the ownership of the land has been pending since 2068.
From 2068 to 2078, a total of 13 lakh 56 thousand 641 rupees 42 paisa Malpot Koshi Yojana has yet to be paid to Nepal. From Koshi Barrage towards Saptari, Koshi Western Canal has been taken to Bihar through Saptari's Hanumannagar Kankalini, Mahadeva, Tilathi Koiladi, Rajviraj, Vishnupur, Dakaneshwari and Rajgarh Palika. The Government of India has taken 13 thousand 337 bighas of land in the district for 199 years including Udaipur, Saptari and Sunsari along with Koshi Barre, Western Koshi Canal, inundation area and eastern and western embankments of Koshi.
Amin Shah said that the property of the land except the 599 bigha 8 kattha 15 dhur land taken for the Koshi Western Canal till 2078. He informed that a letter has been sent to Koshi Yojana Birpur to pay the remaining property tax.
According to the much-discussed Koshi agreement, it is mentioned that the land tax (property) of the land leased by the Bihar government under the Koshi scheme should be paid by the Koshi scheme. Koshi Yojana is mentioned in the data of land leased by Koshi Yojana. Even before this, the Bihar government has been delaying the payment of the goods due to the Koshi Yojana. When trying to contact the officials of Bihar Birpur of Koshi Yojana about paying the outstanding dues, they did not want to be contacted.
