The Nepal Communist Party (UML) Dhankuta has expelled Muna Rai, the vice-chairperson of Sangurigadhi Rural Municipality and UML District Committee member, from the party, on charges of tampering with the recently concluded House of Representatives member election. 

After the action taken by the UML against Muna Rai,  the cash receipt issued in the name of the UML Sangurigadhi Rural Municipality Committee in the last election has become a topic of discussion on social media.

Various discussions are being held on social media about the cash receipt. The extended meeting of the UML District Committee held on Wednesday had decided to take action against Rai, accusing him of tampering with the House of Representatives member election, and to take action against him, accusing him of tampering with the House of Representatives member election. Rabin Kattel, head of the publicity department of UML Dhankuta, has stated that action has been taken against Rai, excluding him from being an ordinary member. However, Kattel did not provide any written letter or document regarding the action taken against Rai. 

The cash receipt that has become a topic of discussion on social media is related to the amount that Rai paid to the party in 2079 BS. Muna Rai was a UML candidate for the vice-chairmanship position in Sangurigadhi Rural Municipality of Dhankuta in the local elections held in 2079 BS. The local elections were held on 30th Baisakh 2079 BS.

A few days before that, on 11th Baisakh 2079 BS, a total of 1150 thousand rupees, including 1 lakh 50 thousand rupees, and on 26th of the same month, a total of 1 lakh 1 lakh 50 thousand rupees, were paid in the name of the UML Sangurigadhi Rural Municipality Committee Dhankuta.

Rai's family brought out the cash receipt in an interview with Kantipur after the extended meeting of UML Dhankuta held on Wednesday accused him of subversion within the party.

UML Dhankuta Chairman Shiva Angla Limbu claimed that the amount that Rai said was paid to the party was not spent by the party but that she herself spent it as a candidate in the local elections.

According to him, the plan was to create a fund of Rs 1.5 million for the presidential candidate and Rs 1 million for the vice-presidential candidate and spend the election campaign expenses from the same fund.

President Angla said, 'That money has not been deposited in the party's fund. They must have spent it on vehicles and horses while seeking votes at the local level, food expenses and other mobilization. It is up to them to know how much they spent.' He clarified that the amount was not deposited in the party's fund.

On the other hand, Muna Rai, who was taken into action, claimed that the amount she paid was deposited in the party's fund. She said that the details of her personal expenses were separate.

Rai also said that she had not received any written or verbal information about the party's action against her. 'I have not received any letter or verbal information. I have only heard about the action against me through the news,' she said.

Regarding the public disclosure of the receipt of the money paid to the party, she said that it was made public in response to the party's action. She said that her family made the receipt public after comments on social media suggesting that she should give up the services and facilities she received from the post of vice-president after being elected from the UML.

'I did not make it public, nor do I know that action was taken. But the amount was paid to the party. That is not the details of my personal expenses,' Rai said. She said that she has not and will not comment on the action taken against her by the party. She said, 'There are other things that should be made public, and that is only the matter of large amounts. There is an account of small amounts, but it has not been made public.'
