Tilganga Eye Hospital, famous not only in the country but also in the world for eye treatment, is now going to be operated as a university. The Tilganga Eye University Bill has been registered in the Parliament to establish higher education studies, teaching and research related to eye health in Nepal.

According to the bill registered in Parliament on Monday, it will expand access to treatment with specialist services and contribute to the production of eye treatment materials and technology development. Dr. In the bill, the property and physical structure of the 'Nepal Eye Program and Blindness Prevention Society', which is involved with Sanduk Ruit, etc., will belong to the said university. It has been arranged that the property and physical structure of this institution in 31 districts will belong to the university. 

The bill will upgrade eye health education at the university from diploma to master's level, run in association with Tilganga Hospital in Kathmandu and the Nepal Eye Program. 

Currently, Tilganga is famous in the world as the 9-layer eye lenses produced by the hospital's production department are being exported to more than 40 countries. Three types of materials required in cataract surgery are also being produced from the hospital's laboratory. In order to establish the reputed institution as a university, the National Assembly and the House of Representatives have to pass the bill. The sooner the bill is finalized, the sooner the university will be established.

Education, Science and Technology Minister Sumana Shrestha submitted the university bill in the National Assembly on Monday. She said that it was possible to submit the proposed university to the House in a short period of time as there were provisions in the bill so that the proposed university would not be a financial burden on the government. bill, a school of eye health science (School of Ophthalmic Science), a research and innovation center, a teaching hospital and a production center will be established and operated under the university. The bill proposes the operation of a teaching hospital and a production center for the production and distribution of eye treatment products to provide university study-teaching and health services. It is mentioned in the bill that the government will not have any regular financial obligations while running the university. Tilganga University affiliation will not be given to any college or educational institution. The bill proposes that the property will be owned by the government when the university is closed. It is proposed that the office of the University shall remain at the place designated by the Council of Guardians.

It is proposed that the structure, officers and operation model of Tilganga University will be of a different nature from the currently functioning universities. The supervision, management and operation of the university will be done by the Guardian Council. The Council will be headed by the Chairman. At present, most of the universities and institutes have the Prime Minister as the Chancellor, the Minister of Education/Health as the Vice-Chancellor and the person appointed by the government as Vice-Chancellor, Registrar and other officials. In the proposed bill, there is no provision for the position of chancellor, vice chancellor, vice chancellor, registrar, etc., but the vice chancellor will be the executive leader of the university. It has been arranged that there will be two vice-presidents to look after academics and management. Arrangements have been made to select post-graduate academics and post-graduate personnel management vice-presidents in the field of ophthalmology. The Vice-Presidents shall be appointed by the Council of Guardians on the recommendation of the President.

It is proposed that the Guardian Council will be headed by the President and Executive and the Academic Council will be headed by the Vice President of Management and Academic Affairs, respectively. The Executive Council will appoint a Chief Operating Officer to handle the general administration and human resource functions of the University. In currently functioning universities such work is being done by the registrar. It has been arranged that experts in the field of eye health education along with government representatives (employees of the Ministry of Education and Health) will be members of the Guardian Council. The Chairman of the Guardian Council will be selected from among these experts. The nomination of the members will be done by the Ministry of Education on the recommendation of the Board of Directors of the Nepal Eye Program.

Nepal Eye Program is a non-profit and community-based NGO since 2049 to control blindness in Nepal. The organization has been conducting eye treatment programs in 20 districts of Nepal including Tilganga in Kathmandu. The institute has been conducting educational programs for eye health education in association with National Institute of Health Sciences (NAMS) and Council for Technical Education and Vocational Training (CTEVT). "Before the establishment of the university, the assets, liabilities and the assets, liabilities and educational programs of eye health education, hospitals, and production centers run by the organization named "Nepal Eye Program" registered at District Administration Office Kathmandu and "Andhopan Nivaran Samaj" registered at District Administration Office Makwanpur will be transferred to the university after the commencement of this Act. It has been said. According to the Ministry of Education, a university has been proposed to study and teach higher education in this region.
