As the Lumbini state government will be formed under the leadership of UML on Monday, the two major parties, UML and Congress, have started a race to lead the government and become ministers.
The chief minister in Lumbini has fallen under the UML side. Leader of the UML parliamentary party Leela Giri is preparing to submit her claim for the chief ministership on Monday, leading the government for the second time. With the support of 69 people from 7 out of 10 parties in the Lumbini State Assembly, Giri is likely to be appointed as the Chief Minister on Monday itself.
The ruling partner UML-Congress has agreed on Sunday to send a message of stability to the government by simultaneously forming the cabinet. There are 12 Ministries in Lumbini. According to the sources, there has been an agreement between the two major parties not to reduce the ministry.
5/5 ministries are prepared to be taken by UML Congress and 2 ministries to be given to smaller parties supporting the government. They are asking the small parties to support the government unconditionally. Until Monday morning, the UML-led government has announced that it will be supported by Civil Immunity, Janmaat, Jaspa, Jaspa Nepal and LOSpa.
In Lumbini, there are 29 members of UML, 27 of Congress, 4 of Civil Immunity, 3/3 of Janmat and LOSPA, 2 of JSPA and 1 member of JSPA Nepal. The 4-member RPP has not made any decision. Maoists have 10, 1/1 provincial assembly members of the CPN United Socialists, People's Front and independent provincial assembly members have decided to stay in the opposition.
Nepali Congress Parliamentary Party leader Dilli Bahadur Chaudhary said that the parties are preparing for the appointment of the Chief Minister on Monday and the swearing-in ceremony on Wednesday. He said that the time of swearing-in of the Chief Minister and Ministers has been fixed on Wednesday so that all the ministers will be decided together and the oath-taking ceremony will be held on the same day.
"We are trying to give a message that we have a government with stability as much as possible and work in a way that instills hope in the people," he said, "Therefore, we will set aside one day for the selection of ministers and take the oath after everything has been decided."
Along with the preparations for government formation, the lobbying and race for those who will lead the government and become ministers from the Congress has also started. Dhanendra Karki of Gulmi and Raju Khanal of Dang from the Congress are likely to lead the government. Khanal had earlier become the Health Minister. Sources said that there is a possibility that Khanal can lead by taking the Ministry of Economic Affairs. Khanal belongs to another organization and Karki belongs to the other organization.
Saroj Thapa (Rose Rana) from Pyuthan, Badshah Kurmi from Banke are also becoming ministers from Congress. Karki, Khanal, Thapa and Kurmi are certain to become ministers. Apart from that, Bir Bahadur Rana of Palpa, Bhuvneshwar Chaudhary of Bardia and Prachanda Vikram Neupane of Dang are also lobbying the minister. A Congress leader said that if the Congress gets 5 ministries, one of Rana, Chaudhary and Neupane will become a minister.
Similarly, there are many ministerial aspirants in UML as well. Bhumishwar Dhakal, Bhoj Prasad Shrestha, Tulsi Prasad Chaudhary from Rupandehi are aspirants for the minister. Dhakal was earlier the Minister of Urban Development and Water Supply. While Shrestha is a former minister, Chaudhary, who is a chief whip, has not yet become a minister. Similarly, Banke's Ratna Khatri and Banke's Basanti Neupane are also aspiring for the post of minister.
Vishnu Panthi and Giridharilal Neupane of Kapilvastu, Dilliraj Bhusal and Dinesh Panthi of Gulmi are also ministerial aspirants. There is an obligation to include the two big parties in the cabinet. In such a case, one of Congress's Nima Giri from Pyuthan or Sanjukumari Chaudhary from Banke can become a minister. There is a possibility that Basanti will be recruited from UML.
UML chief whip Tulsi Prasad Chaudhary said that the number of ministries and the distribution of ministries will be decided before the Chief Minister is appointed on Monday.
