Nepal Chepang Association Makwanpur has demanded to proceed with the process of declaration of 'Chepang Autonomous, Special or Protected Area'. Drawing the attention of the Bagmati province government, the association has demanded to proceed with the process of declaring Chepang as an autonomous, special or protected area as stipulated in the Constitution of Nepal.
According to Article 56 (5) of the Constitution of Nepal, for the economic, social and cultural upgradation of the Chepang community, it is requested to study the feasibility of declaring 'Chepang Autonomous, Special or Protected Area' and make a policy arrangement.
Nepal Chepang Sangh Makwanpur submitted a nine-point memorandum to Chief Minister Indra Bahadur Baniyan on Monday with a request to include their demands in the government's budget and program. The association has demanded the government to immediately restore the 'Chepang Development Program' which was abolished with the establishment of the Republic.
In the memorandum submitted by the association honoring Chief Minister Baniyan with food, it is mentioned that the economic, social and cultural condition of the Chepang community is continuously deteriorating. 84 It is mentioned that the Chepang community with a population of more than a thousand is still deprived of basic civil and political rights.
The union has emphasized that the state government should take policy initiatives to bring about substantial improvement in the living standards of the marginalized Chepangs of Gorkha, Dhading, Chitwan and Makwanpur. They demand that access to education should be increased to ensure overall development and rights of the Chepang community.
It is stated in the demand letter that the development process of the community has been hindered due to the non-restoration of the Chepang development program which was started in 2034 and was canceled. It has been requested to allocate the budget for the said program with further modifications. In addition, to ensure the future of Chepang children who are far from access to education, it is requested to provide free technical education to at least 10 students annually in subjects such as information technology, agriculture, forestry and law and conduct child development classes for those who are out of school.
In the same way, the association has also demanded the issue of traditional land rights linked to the community's livelihood. They have demanded to return the land that has been used traditionally but was later privatized and establish the ownership of the community.
The association has demanded that appropriate steps be taken to grant citizenship to the Chepang who have reached the age but do not have citizenship. They requested to arrange grants for the preservation of Chepang language, culture and traditional knowledge and to implement a special program to promote Raithane crops.
