After Arjun Kumar Katwal, the ward president of Sakela rural municipality-4 Mattim, went to America and did not return, the local residents locked the ward office.
On Wednesday, they locked the ward and office because they were absent from the office since January 17, 2080 and were living in America. Former ward president Krishna Prasad Bhattarai said that the lockdown was imposed after the development and construction of the ward and the work of the ward office were affected.
Bhattarai said that the village executive appointed Bhim Bahadur Khadka as caretaker for three times and because that period was over, he was forced to lock it. "At the all-party meeting on July 21st, we submitted a memorandum to the rural municipality demanding that the ward president should be present in the ward within 15 days or pave the way," said Bhattarai, "After that, the village executive committee appointed Bhim Bahadur Khadka as the executive officer of the ward, and that too on October 20th. After closing the ward, we gave it to the municipality along with a copy of the all-party/all-party meeting. Bhattarai said that local Congress leaders Buddhibol Rai, Jeevan Shrestha, UML's Gopikrishna Khadka, Maoist leaders Yuvraj Dulal, Bhola Phuyal and others have informed the village council after being locked. Earlier, on July 21, he had submitted a memorandum to the district administration, district coordination committee, and district election office including the rural municipality.
Ward president Katwal left senior ward member Bhim Bahadur Khadka as acting ward president on January 19, 2080. After the service receiver who went to the administration to get citizenship was turned away by the administration saying that the recommendation given by the acting ward president for an unspecified period was not valid, he was given the responsibility of acting ward president from 26th Baisakh to 30th July 2081 . After that period, the ward member Khadka refused to take the responsibility of the acting ward president . But Bhattarai said that the meeting of the village executive on 17th July 2018 gave Khadka the responsibility of the acting chairman from 18th July 2018 to 32nd July, the meeting of the executive committee on 4th August 2018 until 20th August and then again on the 23rd of August 2018. "They have been locked up because they have abused their position and done injustice to the people," said Bhattarai.
