Dissatisfaction of the parties towards the formation order of Pathibhara Area Development Committee

The Pathibhara area under the Ministry of Culture, Tourism and Civil Aviation of the Federal Government has now been placed under the Ministry of Social Development of Koshi Province. The formation order prepared by this ministry was passed by the Provincial Council of Ministers. As mentioned in the

formation order, the state government will appoint three members including the chairman and one woman. It is mentioned that for the appointment of the ninth level executive director, an open application will be called after 15 days.

Chairman of Nepali Congress Gajendra Prasad Tumyahang claimed that committee formation is centralized in provinces rather than local or district powers. "In the past, when the chairman, executive director and four members were recommended by the formation order, there was more opportunity for locals to get a chance," said Tumyahang, "It is wrong to deprive the youth under 35 years of age by the province formation order."

He argues that the authority has been centralized by selecting and sending the president, members and executive director. He argues that the participation of local people to promote the protection of Pathibhara is not seen anywhere in the formation order.

It is written that the committee can also work in coordination with foreign governments," Budhakshetri added, "These are wrong policies and rules. It is completely biased and flawed. According to the Constitution of Nepal, a 25-year-old citizen can become a member of Parliament. In 35 years, you can become the President of the National Assembly. If the Speaker of the House of Representatives is 25 years old, putting an age limit on the person who protects the children is an insult to the youth.' They say it is not suitable. "I have heard that the border area is also flawed," he said, "I have not studied it, I will give feedback after it is done and give advice to the provincial government to correct it." In this committee, MPs representing the state assembly, head of district coordination committee, head of local level connected with Pathibhara, chief district officer, land surveyor, surveyor, division one, head of infrastructure development and the person designated by the social development ministry of the province will be ex-officio members.

The qualification of the chairman and members states that they must be Nepali citizens who are not disqualified according to the current law and have at least 35 years of experience in the field of religion, culture and tourism. It is mentioned in the qualifications of the executive director that he/she should have completed 35 years and not exceed 60 years and have passed the graduation level. It has been arranged that the selection of the director who will work as the administrative head of the

committee will be made by a three-member committee consisting of the secretary of the Ministry of Internal Affairs and Law and the secretary of the Ministry of Social Development under the coordination of the secretary appointed by the Chief Minister and the Secretary of the Cabinet Office. It is mentioned that other standards will be made by the committee.
