As the budget for the current financial year could not be passed through the village/municipal assembly, the local levels have become costless. Some municipalities have submitted the budget to the town/village assembly on June 10, but it has not been passed. Since the account itself cannot be operated, all the operations in the municipality, including general expenses, salaries and development construction, will be stopped. Most of them said that the budget could not be passed due to disputes among the people's representatives, while some claimed that the budget could not be brought because they were busy, the chief administrative officer and the accounting staff did not give time.

Dharan's budget has not come due to such disputes. On June 10, when most of the municipalities in Koshi announced their budgets, the municipal assembly of Dharan sub-metropolitan municipality could not be held. The main reason for the budget not being made public was an Act related to contract workers issued by the state government. Due to the controversy regarding the implementation of the same Act, Dharan's budget has become public confusion. The Ministry of Internal Affairs and Law of the province issued an "Act to make arrangements regarding the formation, operation and conditions of service of local government services" on 22nd January 2080. In Section 13 of the Act, it is mentioned that the post of local government service cannot be filled by any other means except as provided in this Act. 

'An appointment made in contravention of sub-section 1 shall automatically be deemed to be void. And the salary and other benefits received by the person appointed in this way will be collected from the appointing authority," said the Act. There is a provision in the law that if an appointment is given to drivers, gardeners, cleaners, city police, plumbers, electrical workers, the authorities will be fined.

Dharan sub-metropolitan chief Harak Sampang and chief administrative officer Bhupendra Rai took the proposal to the executive that contract and temporary employees appointed before 2074 should be dismissed according to the law. After that proposal, the budget schedule was canceled. There are more than one and a half hundred contract employees appointed before 2074 in Dharan sub-metropolis. Most of the employees were appointed during the previous UML leadership of the city. Even after the arrival of Chief Rai and Deputy Chief Aindravikram Begha, contract staff have been added. Chief Administrative Officer Rai said that although all the agreements have been made to bring the budget, the issue of contract staff management has become complicated and the budget has been obstructed. Dharan is going to bring a budget of around 1 billion 800 million this year.

Similarly, Fatuwa Vijaypur, Dewahi Gonahi and Boudhimai municipalities in Rautahat have not been able to hold a meeting due to the dispute between the representatives. The confusion has increased after the deputy chief filed a case in the high court saying that the assembly was held without majority executive members in Boudhimai. Due to the dispute in Fatuwavijaypur, where Congress has the majority of the people's representatives, the council meeting has not been held yet. Mayor Gopal Rai Yadav has been under suspension since the authority filed a case in a special court last year on charges of embezzlement.

After that, Deputy Chief Khatun got the responsibility of acting. In the previous financial year also, after 6 months in November, the Municipal Assembly was held here. Deputy Chief Khatun said that the situation is the same this time.

A controversy erupted after the people's representatives led by Deputy Chief Pramiladevi Jaiswal boycotted the Municipal Assembly held on June 10 in Boudhimai Municipality saying that Mayor Pradeep Yadav was trying to single himself out. Mayor Yadav and Deputy Mayor Jaiswal are elected from the United Samajwadi Party. Alleging that Mayor Yadav was trying to do something arbitrary, Deputy Mayor Jaiswal boycotted the Municipal Assembly with slogans. As soon as the ninth municipal council started, there was a brief scuffle between the supporters of the mayor and the deputy mayor. Deputy Chief Jaiswal said that she boycotted the meeting after trying to isolate the mayor Yadav. He insists that there was no discussion about the municipal assembly in the executive meeting. 

Since then, Parnia Devi, deputy head of Devahigonahi Municipality, said that she is not sure when the Municipal Assembly will be held. The Municipal Assembly was adjourned here after the rift between him and Mayor Premlal Shah. Mayor Sah informed that the Municipal Assembly will be held on July 5. Deputy Chief Parnia accused her of trying to run the municipality alone.

The village assembly could not be held in Bulingtar Rural Municipality, which is located in the hilly area of ​​East Nawalparasi, as there was no agreement on budget allocation. According to Chief Administrative Officer Ramchandra Bhusal, the meeting called on June 30 was stopped due to the boycott of the majority by the ward president. According to them, the village assembly could not be held due to the demand of the majority of the executive committee members and the stance of Dipendra Sunari, chairman of the rural municipality, that the budget should be allocated. The municipality has prepared to bring a budget of around 49 crores for this year.

On the other hand, due to the dispute between Rohini rural municipality president and the ward president of Ruppandehi, the budget has not come. Vidya Prasad Yadav, president of the municipality, said that the annual budget for the current financial year could not be brought after the ward presidents obstructed the allocation of the budget for the construction of the rural municipality building. Yadav said, ``For the construction of the municipal building within two years, we allocated four crores for the contract agreement worth 91.1 million,'' said Yadav.

In Mayadevi Rural Municipality of Rupandehi, due to lack of coordination between public representatives and employees, the budget has been delayed. Chok Bahadur Thapa Magar, spokesman of the rural municipality and chairman of Ward-8, said that the budget was delayed due to the failure of the executive meeting to be held when the head of the accounting branch did not provide details such as annual budget expenses, payment of plan arrears. 

Suddhodhan Rural Municipality of Kapilvastu has not passed the budget for the current financial year due to disagreement over budget allocation. Village chairman Kamleshasaran Chaudhary said that there is a problem because the ward presidents are asking for an increase in the budget. Here last year too, the village assembly was held only after allocating a budget ceiling of 1 crore to the ward presidents. 

Kumakh of Salyan and Bhairavi Rural Municipality of Dailekh in Karnali Province have not been able to bring the budget for the current financial year. In Kumakh, President Man Bahadur Budhathoki is elected from Congress and Vice President Lal Bahadur Rawat from UML. Maoist members have majority in the executive. A public representative said that the meeting could not be held because Vice President Rawat did not come to the meeting and was demanding the transfer of office heads and other employees. 

It is said that the policy program and budget could not be publicized after Vice President Rawat and the UML-elected ward president left the meeting on June 3 due to disagreements on various issues. Since then, despite repeated calls to hold budget meetings, they have not been held.

Last year, the budget was introduced only in August when the people's representative elected by the Maoists was absent from the meeting saying that he was arbitrary in the budget. The budget of Bhairavi Rural Municipality of Dailekh has not been passed either. The budget of the municipality could not be passed due to disagreement between the people's representatives.

Meen Bahadur Thapa, chairman of Ward 2, has been alleging that he has been disagreeing with the budget after trying to single out the municipal chairman. The president and vice president of the municipality are elected by Congress. UML has a majority in the executive. Vice President Devi Bhandari said that there was a delay due to disagreement on some common issues and said that the budget will be passed soon as discussions are ongoing.
