Full text of Prime Minister Dahal's speech

Honorable Speaker,

I have once again appeared before this honorable House for the vote of confidence as per the constitutional provisions of Nepal. We are representing the nation in a special situation in Nepali history. Somewhere or the other a comment is being made that this country will not be made. . From the beginning as the Prime Minister, my emphasis has been on instilling hope in the country instead of these wrong comments. Because a country without hope is ultimately without a future.

With the help and support of this respected parliament, the government has raised hope in all areas. About 17 months ago, the economy, which was said to be in crisis, now has hope for a solid improvement. In the last few days, there was no discussion about the universities. Merit appointments have started there. Through the

investment conference, we have won the trust of domestic and foreign investors. The priority taken by the government in practical and policy reforms has had a very positive impact on investors. The nation's prestige and international dimensions have been broadened by the high-level visits of the King of Qatar, the Foreign Minister of Japan, etc. In climate change, Nepal has now become a global leader on behalf of mountain countries. A record has been set in tourist arrivals. News of shortages ranging from chemical fertilizers to textbooks are now history. I have considered the recent economic activities of Hyundai, including the motor assembly plant, to have awakened hope in foreign and domestic investors.

Honorable Speaker

Greater hope is now awakened in the field of good governance. In the recent days, democracy was sometimes looking like a dictatorship. Political leadership was becoming a terrifying ideology that was above the law. It was increasing distrust and hatred towards the entire system. But the fearless and impartial action of the government in the cases of Bhutanese refugees, Lalita Niwas, Banswari, Children's Temple, Sunakand etc. has awakened great confidence in the people towards democracy and its power.

The truth is that even though the government has achieved significant achievements and glory on all fronts, Janata Samajwadi Party Nepal has withdrawn its support to the government. In this situation, I am standing in the honorable parliament on behalf of the government to take a vote of confidence once again. I am grateful to Jaspa Nepal for the continuous support since the beginning. I also respect his political right to support or oppose the government. But I urge you to move forward together again to face the challenges of the nation.

Honorable Speaker

I don't want to take a long time of this sovereign parliament when the honorable president has already presented the policy and program and the budget discussion is going on. Let me say this, as the Prime Minister, I promised in my first address to the Parliament, I am asking for a vote of confidence from this honorable Parliament based on the report card of the government's achievements today.

Parliament and the government still have a lot of work to do to achieve the goals of the sixteenth project. Government's long-term commitments cannot be fulfilled without the support and cooperation of a respected Parliament. We have called the 1980s a decade of rapid development. For that, a comprehensive discussion and a common national approach is needed. While the power trade agreement with India and Bangladesh has been signed and the possibility of export with China is increasing, there is still a lot of work to be done in the game changer big power project. The macroeconomic indicators are positive, but the government and the parliament need to make an integrated effort to make the economy fully dynamic.

Today, I am not only asking for a vote of confidence from this sovereign parliament, I am asking for meaningful support and assistance in eradicating the disappointment seen in the country. I request the intervention of the Parliament against the attempt to use the social and political consciousness raised by democracy against democracy itself. I ask for your commitment for the actual implementation of federalism and the logical conclusion of the peace process. I am determined to reform the government at all points related to the civil state, I ask for the help of the parliament, I ask for the intervention of the parliament to loosen the policy knots for economic progress and employment through entrepreneurship. I ask for a unified effort to lead a large number of people below the absolute poverty line to a dignified life.

My request to the friends of the opposition is to give a vote of confidence to the government for the purpose of building a nation for all of us. It will send the message that this honorable parliament is not divided in the building of the nation. For nation building, the government needs an active and not a passive vote of confidence from the honorable parliament. I believe that it will be achieved. Thank you

.
