Mekh Bahadur Mangarati never thought that he would enter the civil service until he was in his third year of graduation. Born in Kamalamai Municipality-4 of Sindhuli, he loved the profession of teaching. The mother's wish was that her son should become a teacher. In 2065, the B.Ed 3rd year exam was approaching. At that time, the Public Service Commission called for applications for the Bagmati zone. In the advertisement, a quota has been specified for the post of buyer from the Dalit community. At that time it was customary to fill public service forms from the district post office, Mangarati filled the form from the post office. The timings of the B.Ed 3rd year practice teaching and examination of the buyer have coincided. Let's leave public service or practice teaching? He decided to give public service by solving the dilemma. After he reached Khotang and took the exam, he became known for both open and inclusive.

"I was only selected as an alternate candidate in the examination given for the post of Deputy Secretary in 2074. I did not have to repeat the Deputy Secretary's examination as I was nominated for the post of Joint Secretary the next year," he recalls.

After that, he served as the head of the administration branch in Mahalakshmi municipality of Lalitpur for about a year. In 2074, he wrote his name for the post of Deputy Secretary to the Parliament Service, but he did not participate in the interview because of the special task. After five days of training at the staff college, the office of the Chief Minister and Council of Ministers of Madhesh Province was transferred. After working there for 15 months, he returned to the Ministry of Home Affairs. After staying in Panchthar for almost 14 months, he was transferred to the chief district officer of Saptari on 17th June. It was almost three months since he came to Panchthar with the responsibility of Prazia. On June 2, 2080, there was a big flood in Hewa river. The flood caused huge financial losses.

The bridges built in various places in Yangwarak, Phalelung and Hilihang were washed away, people got trapped due to landslides. At that time, he was actively deployed to deliver relief to critical places like Changthapu and Falaincha and to rescue the trapped people by helicopter. "Perhaps it would have been very difficult to deal with the disaster if he had not gained experience by performing in different roles under the Ministry of Home Affairs. The rescue and relief of the victims was made possible by the cooperation of the civil society, the media and the common citizens along with the subordinate police,' says Mangrati, 'The bridge over the Hewa river was built in 29 days, I have collected these as achievements.'

Mangrati's father was literate, her mother was illiterate. "My mother's wish was that my son should become a teacher, I also liked the teaching profession," he said, "That's why I completed my formal studies up to B.Ed in Education." The success in all the exams, from procurement officer to joint secretary, confirmed that his life journey will be in the civil service. Mangrati, who speaks less and has a nature of thinking and making decisions, has completed his post-graduate studies in public administration and political science after entering the civil service. Along with this, he graduated in law. "Now I am thinking of doing MPhil but I have not started the process," he said.

There is compulsory retirement after reaching the age of 58 in the civil service. However, he himself sees less chance of getting a job due to his age. "In the next 5-7 years, I will be promoted to secretary, then after 5 years as secretary and if I become chief secretary, I will not be able to get a job for more than 3 years, the goal is to reach chief secretary," says Mangrati, "After 15 years, I may be forced to retire." I have seen the possibility of getting a job only till I reach 52-53 years.

Mangarati is a member of Dalit community. But he selected his name from Dalit and open quota in Public Service Commission examination. "Names come out in both groups of those who can compete. Those who work a little less get names even if they are only in the quota, that's why civil administration has become inclusive," he said. The scope of study should be broadened. Currently there are only two joint secretaries from the Dalit community in the civil administration. One is Mangarati and the other is Pradeep Pariyar. Mangrati believes that sometimes the political interference and pressure in the public administration is affecting the employees' sense of doing good. He says that the role of the head of the office is indispensable to encourage the good ones and to improve those who are found to be weak in performance by evaluating the work without being biased in the transfer and promotion. "Not being able to make the service people-friendly by taking salary benefits from the state funds collected from the taxes paid by the citizens is a weakness of the entire staff administration," Mangrati said.
