The Chinese team to expand the ring road did not come

There is four lane road from Kalanki to Sitapaila and two lane road from Sitapaila to circular path. Now the expansion will make eight lanes including service lane. It has been four months since the signing of the letter of cooperation between the representatives of the government of Nepal and China for the expansion of the second section of the ring road. During this period neither the Chinese team came nor the work progressed. There is still confusion over when the work will begin.

On August 6, a letter was signed between the representatives of Nepal and China regarding cooperation in expansion. The locals who were hoping for the construction of the road are now disappointed. People's representatives are repeatedly raising issues from the road department to the House. They are also drawing the attention of the relevant agencies. But no hearing has taken place. 

After the delay in the expansion of the ring road, a team led by Health Minister and Kathmandu-5 MP Pradeep Paudel even went on a mass walk in that section to put pressure on the government. Last June, a team led by Poudel walked about 12 km from Kalanki to Chabahil. He was supported by Kathmandu MP Rajan KC, Pratima Gautam, Santosh Chalise and Shishir Khanal. 

Ganesh Parajuli, Member of Parliament of Kathmandu-7, said that despite repeated warnings to speed up the road expansion, the relevant authorities are ignoring it. "We are constantly alerting the road department," he said. The branch road connected to the main road has been damaged. Locals have been facing the problem of mud in the dry season and dust in the winter for 6 years. Parajuli says that the local people have to suffer because the government agencies are neglecting to solve the problem. 

We are pressuring, we have raised this issue several times in the House and the Ministry, we have told all the project heads, if not even more, who will we tell? To whom should I go and report the problem?' He said that the internal roads connected to the main road were being demolished in the name of building service lanes.

Parajuli said that since the road has been demolished for a long time, there is little hope for the road to be built in the local area. Now, the road has been demolished to make a service lane. Vehicle operation is also difficult due to the accumulation of mud in places. Due to the bad condition of the road, a situation has arisen in the section from Kalanki to Bashundhara where the business people have fled. 

The work of Koteshwar-Kalanki first section started in 2069 and was completed in 2075. In the initial situation, due to the lack of preparatory work by the Nepalese government and later due to the Chinese government, further work could not be carried out in the second section expansion. Ramhari Pokharel, director general of the road department, says that there is no problem now. 

'There is no information yet about when the technical team will come from China and how to work,' Director General Pokharel said, 'After the technical team arrives, the work will start by coordinating with the department.' is He said that the construction of service lane from Kalanki to Vasundhara culvert is currently being done by the Nepal government. 

8.2 km road from Kalanki to Bashundhara culvert is going to be extended in the second section with the grant of Chinese government. A G2G agreement was signed with China in 2018 for the expansion of this road section.

The then Physical Infrastructure and Transport Minister Narayankaji Shrestha, the Chinese Ambassador to Nepal Chhan Song and a joint team announced on February 11, 2079 that the design work had been advanced after the on-site inspection of the road expansion section. But then neither China spoke about the design, nor did the Nepal government inform that the design had been completed. At that time, this road received a lot of attention, but the work could not be accelerated.

Former Secretary Arjunjung Thapa said that since the agreement was signed last August, there is a reason to hope that the work will be done. "An agreement has been reached between the officials of the two countries to implement the project," he said He says that there is a delay in the construction. 

'The construction work should be completed by this time, even if it is by using own resources,' he said, 'The result of sitting on the table with donor agencies is because the resources are put into the projects of the leaders.' He said that the work of selecting consultants and construction professionals may be advanced by inviting bids. 

Joint Secretary and Spokesperson of the Ministry of Finance, Mahesh Bhattarai, said that after the Chinese technical team comes and prepares a detailed project report (DPR), it will be known where and what will be built and how much it will cost. "After the arrival of the Chinese technical team, we will write a letter to the Ministry of Physical Infrastructure and Transport and ask them to facilitate it. The team has not arrived yet," he said, "but it has not been decided when they will come."  Keshav Kumar Sharma, secretary of the Ministry of Physical Sciences, said that he had received information that the Chinese government had called for bids for the

design and that he was not sure when he would come to the field to work. "The process of going to the construction is going on," he said, "It won't be too late."

Earlier, China took 6 years to build the 10.39 km road from Koteshwar to Kalanki. The road was expanded to 8 lanes with a 5 billion grant from China.
